Yet the American approach has sparked tension and concern over its an opaque deal between local warlords, who have prospered by exploiting the country's resources amid the chaos that followed 2011. They are Saddam Haftar, the son of Field Marshal Khalifa Haftar, the aging strongman of eastern Libya based in Benghazi, and Ibrahim Dbeibah, the nephew and national security adviser to Abdel Hamid Dbeibah, the head of the Tripoli government. Both have been at the forefront of these negotiations, which have taken place under Boulos's guidance on behalf of their respective camps. Trump's adviser has also increased his contacts with regional capitals – Cairo, Ankara, Riyadh, Abu Dhabi and Doha – and kept certain European states, including France and Italy, informed.
