50岁的维西莱·巴尔布于2022年6月在加来向一名司机运送家具时，撞上了丽贝卡·科明斯的自行车。

巴尔布径直撞上了科明斯的车尾，而没有变道驶入双车道公路上的空车道。经过为期五天的审判，他被判定犯有危险驾驶致人死亡罪。

在纽波特举行的听证会上，移民法官伊恩·博伊斯表示：“犯罪性质很重要。这不是一场意外，也不是轻微判断失误。这是使用一辆本不该上路的车辆实施的犯罪行为。”瓦西里·巴尔布在审讯中告诉警方，他无法解释自己是如何撞上丽贝卡·科明斯的。52岁的科明斯在蒙茅斯郡拉格伦附近的A40公路上进行自行车计时赛，骑行了9分钟时，巴尔布试图超车。

他说自己看到了她，但不知道为什么会撞上她，并声称他会用“一生”来问自己这个问题。

据车辆检验员称，事故发生后对他的面包车进行检查时，发现该车不适合上路，且载重超限，这会增加紧急制动距离并影响转向能力。

He filed an appeal to stop him from being deported, and said it would be "unduly harsh for both him and his family to relocate permanently to Romania, where he said he has no home or source of income. He said he identified closely with British culture and traditions and regarded the UK as his permanent home. His wife Maria said she would not relocate to Romania, and would be unable to cope without her husband. On 7 September, Boyes said as Barbu's children were adults and do not depend on him, it would not be "unduly harsh" to remove him. He said "the very significant public interest in deportation outweighs the appellant's private and family life considerations."
