Germany’s military counter-intelligence agency, known as MAD, has warned of a growing threat from hybrid attacks and the use of recruited contract agents, or low-level agents, saying Germany is a “prioritised target of Russian espionage activities”. According to the agency’s annual report released on Monday, it cited Germany’s geostrategic position in Europe and Nato the expansion of the Bundeswehr and the introduction of new weapons systems as reasons for the heightened targeting.“The hybrid threat situation in Germany has continued to deteriorate,” MAD says. These include cyberattacks, drone attacks, attempts at political influence, and disruptive attacks targeting transport, energy facilities and telecommunications. MAD said the potential threat of sabotage by low-level agents has also increased significantly. The report does not provide comparative figures, which could lead adversaries to draw conclusions from the data. It notes that embassies and semi-governmental organisations provide cover for Russian spying and also mentions press agencies. MAD expressed concern about German military staff travelling abroad, noting that some members of the armed forces had travelled to Russia and Belarus, often to visit family. During these trips, they had reportedly come to the attention of the respective intelligence services. “This creates a particular vulnerability to blackmail and threats from the security authorities there,” the report stated.在涉及中国方面,报告指出,至少部分针对军事基础设施的监视活动,包括无人机飞越和闯入联邦国防军财产的行为,可归因于中国情报机构。这些机构还利用海外华人群体。

报告强调,伞兵中涉及性行为不端、毒品和极端主义的事件屡次登上头条。
据称,新的青年团体正尤其通过使用社交媒体获得影响力,而MAD指出,右翼极端主义中持续存在“界限模糊”的现象,极右观点日益被“正常化”。
根据该报告,这些团体多次参与针对骄傲庆典等公共活动的右翼极端主义破坏行动,或袭击政治对手。
