Abhishek is a New Delhi-based defence technology analyst. India's military challenge is no longer firepower, but speed. In modern warfare, the side that detects a threat, makes a decision and acts first can gain a decisive advantage. New Delhi has spent years acquiring Rafale jets, S-400 air defenses, BrahMos missiles and armed drones. It has the arsenal. The harder task is integrating these weapons so they can operate together, in real time, as a single system.

Operation Sindoor, India's precision strike campaign in May 2025, was a first major test for the country. Defense Minister Rajnath Singh said the air force's Integrated Air Command and Control System (IACCS) air defense network, the army's Akashteer system and the navy's Trigun system worked in unison to build a single operational picture during the operation. That was a genuine achievement. But it does not mean the job is finished. It showed, however, that India has the beginnings of a network -- and that the next task is extending it to smaller units and making it resilient to jamming and cyberattacks.

India has quietly built an impressive set of parts. IACCS covers the skies. Akashteer covers ground-based air defense. Trigun links the navy's operational picture. A new system called SANJAY fuses battlefield surveillance into a common surveillance picture. Much of this architecture did not exist a decade ago. But integration remains uneven. Different systems were built at different times, for different services and different purposes. The problem India faces now is not a missing network. It is making its networks work together at scale.

The Indian Army has declared 2026 as the "Year of Networking and Data Centricity," with Army chief Gen. Upendra Dwivedi calling connectivity a field where India is "not prepared" and must "act faster." In October 2025, India's Defence Research and Development Organisation (DRDO) released IRSA 1.0, a national software standard for military radios. In simple terms, India has begun setting the software rules that will determine whether its next generation of weapons can communicate. The next step is to extend common interoperability standards across the country's growing arsenal. Rules, not hardware alone, are what make a network real.

The ground communications layer remains a significant gap to close. The army's Tactical Communication System (TCS), designed to provide secure digital links down to platoon level, spent nearly 25 years in development before Bharat Electronics unveiled the first working prototypes in December 2025. The challenge now is to deploy it at scale and integrate it with air defenses, artillery and satellites, rather than allow it to become yet another isolated system.

Its military, according to the Pentagon's 2024 China Military Power Report, is pursuing what it calls "intelligentized warfare" -- using artificial intelligence to link sensors, commanders and weapons across air, land, sea and space into one fast-moving system. China is not simply buying more weapons. It is building the fastest possible path from seeing a target to acting on it.

Some Indian planners argue that hardware should remain the priority, since visible weapons deter rivals, while networks create new points of failure -- jamming, hacking, a single satellite link that adversaries can target. That risk is real, and India operates in a neighborhood where electronic warfare is common. But a missile that cannot share targeting data with the nearest radar cannot fire in time. A force that cannot coordinate across its own services will struggle in a fast-moving war, no matter how many platforms it owns. Sindoor did not prove India lacks networks. It proved that partial networks produce partial results.

India is entering another major procurement cycle. The 2026-27 budget gave the military a record $85.6 billion, up 15% from the year before. In September 2026, the Defence Acquisition Council approved roughly $11.5 billion in fresh purchases, with about 98% to be built in India. The danger is not that India buys too much. It is that it buys another generation of platforms before finishing the network that lets today's platforms work together.

The fix does not require starting over. New Delhi should require new communications systems and software-defined radios to meet common interoperability standards, building on the interoperability framework established by IRSA 1.0. It should field the new tactical communication system in stages rather than waiting for one final version. And it should design the command system for the emerging Integrated Rocket Force now, before the force is built, not after. These steps can largely be pursued within India's existing modernization plans. The bigger requirement is a change in procurement rules: new systems should not be bought without a clear plan for how they will connect to what India already owns.

印度所需要的并非一个单一的、庞大的通信网络,而是一个由多个互操作性强的系统组成的网络体系——这样的网络能够在通信受到干扰或遭到攻击的情况下依然持续共享信息。

India does not need one giant network. It needs a network of networks: interoperable systems that keep sharing information even when communications are degraded or under attack. The country has spent decades building the hardware of military power. It is now starting to build the software that connects it. Whether the two evolve together will decide whether that hardware performs as designed in the next crisis. In the wars ahead, the decisive weapon may not be the missile that flies fastest. It may be the network that tells it where to go.
