香港卫生部长驳回了当局偏袒内地护士而非本地候选人的说法，表示即使公立医院招聘困难，本地受训专业人员找工作的机会依然“非常大”。
Hong Kong’s health minister has rejected claims that authorities favour mainland nurses over local candidates, saying locally trained professionals have “very good chances” of finding work even as public hospitals struggle to recruit.
卫生局局长卢寿茂周五表示，过去一年医院管理局聘用了95%的护理职位本地申请人。在具备护士资格的申请人中，这一比例上升至99%。
Secretary for Health Lo Chung-mau said on Friday that the Hospital Authority had hired 95 per cent of local applicants for nursing positions over the past year. The figure rose to 99 per cent among applicants withed nurse qualifications.
他表示，有超过4000名学生获得护理学位毕业，约3500人从事护理工作，但只有2500人申请医院管理局的职位空缺。
He said that more than 4,000 students had graduated with nursing degrees, about 3,500 of whomed as nurses, but only 2,500 applied for Hospital Authority vacancies.
“所以问题反而是，为什么有这么多毕业生决定不申请[公立医院]的工作？”他在一个电台节目上表示。
“So the problem is instead, why there were so many graduates deciding not to apply for [public hospital] jobs?” he told a radio show.
“公立医院护士需要轮班和通宵值班，这很困难，我完全理解。”卢寿茂是在回应两名居民，他们在行政长官李家超发布最新施政报告后，于一个电台节目中告诉李家超，护士难觅工作。他们指责当局招聘非本地护士减少了香港居民的就业机会。
“Public hospital nurses need to work on shifts and be on duty overnight, which is difficult, and I fully understand that.” Lo was responding to two residents who told Chief Executive John Lee Ka-chiu on a radio show, after the release of his latest policy address, that nurses were struggling to find work. They blamed the authorities’ recruitment of non-local nurses for reducing job opportunities for Hong Kong residents.

One caller, who described himself as a disciplined services psychiatric nurse on pre-retirement leave, said his application to extend his employment had been rejected despite severe staff shortages in his department. He added that his daughter, who had studied the same subject, had been unable to find a job after graduating.
他引述医院管理局的一个“不成文规定”，即保留一定比例的招聘名额给内地护士，批评政府没有优先考虑本地候选人。周五，卢寿茂表示，医院管理局绝不会聘用非本地精神科护士。“所有本地受训的精神科护士被聘用的机会都非常大，”他说。
He cited an “unwritten rule” at the Hospital Authority to reserve a proportion of recruitment quotas for mainland nurses, criticising the government for not prioritising local candidates. On Friday, Lo said the authority would never hire non-local psychiatric nurses. “All locally trained psychiatric nurses have a very good chance of being hired,” he said.
“在审视护理界人力时，我们不应以个别找不到心仪工作的个案，作为整体情况的参考。
“When we are reviewing the manpower in the nursing sector, we should not look into one particular case where one cannot find his or her desired job as a reference for the overall picture.
“相反，我们必须从全港医疗服务和市民需求的角度去考虑。”罗添表示，他有信心香港能达到《首份五年计划》订下的目标，即到2030年每千名居民拥有2.43名医生；该计划连同施政报告一并公布。
“Instead, we have to consider from the perspectives of the citywide medical service and the needs of residents.” Lo added that he was confident Hong Kong would meet its target of 2.43 doctors per 1,000 residents by 2030, as set out in the city’s first five-year plan, which Lee delivered alongside the policy address.
香港两所医学院现每年录取650名学生，较2009-10学年增加逾一倍。加上额外加入职场的非本地培训医生，罗添称到2030年香港将多出2000名医生。
Hong Kong’s two medical schools now admit 650 students a year, more than double the number in the 2009-10 academic year. With additional non-locally trained doctors joining the workforce, Lo said the city would have 2,000 more doctors by 2030.
他补充指，非本地培训医生目前约占总人力2%，大多在公立医院和大学任职。
He added that non-locally trained doctors currently made up about 2 per cent of the total workforce, with most working in public hospitals and universities.
