Singapore and China should look to the next phase of cooperation through potential projects in artificial intelligence and the green economy, after decades of economic ties anchored by industrial parks, eco-cities and transport corridors.
新加坡副总理甘金勇周五表示,两国关系“从未停滞不前”;每个时代的经济挑战都推动了相应领域的合作与发展。
Singapore Deputy Prime Minister Gan Kim Yong said on Friday that the relationship had “never been static”, arguing that the economic challenges of each era shaped the flagship developments of that time.
在新加坡举行的“FutureChina全球论坛”上,甘金勇同时担任贸易部长,他提到:1994年启动的苏州工业园区为中国早期的工业化和对外开放提供了支持,也为新加坡企业创造了商机;2008年启动的天津生态城项目则促进了双方的可持续城市发展合作;2015年推出的“重庆互联互通倡议”则充分发挥了两国在现代服务业方面的优势,帮助中国西部地区更好地连接东南亚及全球市场。
At the FutureChina Global Forum held in the city state, Gan, who is also trade minister, outlined how the Suzhou Industrial Park, launched in 1994, supported China’s early industrialisation and opening up, while creating opportunities for Singapore companies. He also highlighted how the cooperative urban development project Tianjin Eco-City, launched in 2008, allowed both sides to look at sustainable urban development. The Chongqing Connectivity Initiative, launched in 2015, then combined the countries’ strengths in modern services and ability to connect Western China with Southeast Asia and the global market, Gan added.
甘金勇强调:“新加坡和中国之间的关系始终在演变,双方需要不断拓展合作领域,充分发挥各自的优势。”他指出:“每一个合作项目都是对当时经济挑战和机遇的回应。通过这些项目的实施,我们更深入地了解了彼此的优势,从而建立了共同应对新挑战的信心与信任。”他还提到,中新自由贸易协定的升级为企业和供应商提供了更稳定的市场环境与更高的透明度。
“Singapore and China’s relationship has never been static,” he said, underscoring the need for the partnership to evolve into new sectors, with both sides leveraging their strengths. “Each project responded to the challenges and opportunities of its time. In working through these projects, we came to understand each other’s strengths better, and built the confidence and trust to take on new challenges together.” He said the bilateral agreements gave businesses more certainty, citing how the recently upgraded China-Singapore free trade agreement improved market access and transparency for investors and service suppliers.
“中国正在推动创新和产业升级,而新加坡也在不断完善自身的经济战略并寻找新的增长点。我们可以结合彼此的优势,共同抓住新兴的发展机遇。”甘先生指出,人工智能就是一个可以充分发挥双方互补优势的领域;通过‘数字政策对话’,北京和新加坡可以在人工智能治理和数据管理方面交流经验与看法。
“China is pursuing innovation and industrial upgrading, while Singapore is sharpening our own economic strategy and developing new sources of growth. We can combine our complementary strengths and seize emerging opportunities together.” Gan cited artificial intelligence as an area where complementary strengths could be put into practice, with Beijing and Singapore exchanging perspectives on AI governance and data through their Digital Policy Dialogue.

He urged companies and research institutions to work together on practical AI applications to meet business needs, arguing this could help smaller firms access capabilities that were once costly or specialised and enable workers to use AI to take on new and more complex tasks.
甘先生强调,重新设计工作流程和培训体系也是这一合作的重要组成部分,这样才能确保企业的转型与劳动力的发展同步进行。
Gan stressed that redesigning jobs and training should be part of this effort, so that companies’ transformation would work in tandem with workforce development.
他认为,在绿色经济领域也存在类似的合作机会:中国拥有深厚的技术和制造能力,而新加坡则在金融、互联互通以及项目实施等方面具有优势。
A similar opportunity is available in the green economy since China has deep technological and manufacturing capabilities, while Singapore possesses strengths in areas such as finance, connectivity and project implementation, according to Gan.
他以“天津走廊”为例,说明该走廊如何将替代燃料技术的试验与人才培养相结合,帮助企业和工人适应海运业的变化。
He listed the Tianjin corridor as an example that combined the trials of alternative fuels and digital solutions with workforce development, helping businesses and workers prepare for changes in maritime operations.
“我们应该追求这种合作——那种能够提升双方能力并促进双方在新增长领域共同参与的合作方式,”他说。
“This is the kind of cooperation we should pursue – cooperation that builds capabilities and widens participation in new areas of growth,” he said.
在论坛开幕式上,中国驻新加坡大使曹忠明在一场关于“应对新世界秩序、推动中新合作的”闭门研讨会上表示,中国从新加坡的现代化进程中获得了很多经验,并且仍在不断学习这些经验。
At the opening of the forum on Tuesday, Beijing’s ambassador to Singapore Cao Zhongming said at a closed panel on navigating a new world order and advancing Singapore-China cooperation that China had learned a lot from Singapore’s modernisation and continued to learn from it.

Local media reported that Cao noted that while the two countries differed in size and stages of development, they shared many similarities. Both sides have sought common prosperity for all and a peaceful development path.

The two countries now needed to focus more on enhancing the quality of their development, moving beyond economic gains to areas such as air quality, the ambassador said.

He added that Singapore had great success in social governance and economic development, while China worked towards development as a large country with a complex national situation. Both countries therefore had experiences that could offer other countries an approach or model for their own development, Cao said. By Jean Iau
