MANILA -- Philippine President Ferdinand Marcos Jr. has pardoned migrant worker Mary Jane Veloso whose death sentence in Indonesia for drug trafficking attracted widespread attention at home after she insisted she was a victim of human trafficking.

Veloso was arrested in Yogyakarta, Indonesia, in 2010 after authorities found 2.6 kilograms of heroin hidden in a suitcase.

The migrant worker said she was an "unwitting" drug mule and argued she was a victim of human trafficking. But the Indonesian courts convicted her and sentenced her to death in 2015.

She was repatriated in December 2024 a result of diplomatic efforts between Manila and Jakarta and her sentence was commuted to life imprisonment because the Philippines does not have the death penalty. She has been incarcerated at a women's prison in Manila ever since.

The Philippine government recognized her as a victim of human trafficking. In 2020, Maria Cristina Sergio and Julius Lacanilao, the people who Veloso said recruited her, were convicted of illegal recruitment of three other people. "I already signed her pardon," Marcos told reporters on Friday.

Rights group Migrante International described Veloso's pardon as "a historic victory for the global people's movement that has long fought for freedom and justice for Mary Jane as a victim of human trafficking." "Mary Jane's long-awaited freedom is a testament to the power of the people's collective action," the group said in a statement.

The National Union of People's Lawyers, a Philippine rights group, said in a statement posted on Facebook that Veloso's "freedom is a cause for celebration." "It is also a reminder of why trafficking victims must be met first with protection, compassion, and justice, and why no victim should have to spend years fighting simply to be recognized as one," the group added.

Veloso's plight echoed vulnerabilities faced by millions of overseas Filipino workers. Driven by precarious economic conditions at home, Filipinos in search of employment travel abroad in search of financial stability, only to find themselves navigating legal predicaments often without adequate protections.

Although the Philippines has committed to improving policies surrounding the protection of Filipinos overseas, some workers have been less fortunate than Veloso. The 2011 executions of Sally Villanueva, Ramon Credo, and Elizabeth Batain in China sparked a global outcry and underscored how criminal syndicates deliberately exploit financially vulnerable workers.
