By Matthew Hill Zambia will return to allowing open access to the land-locked nation’s sole fuel-import pipeline by January, a senior official said, suggesting a delay to meeting a key ask from the International Monetary Fund.

“By January, we resume open access,” Ministry of Energy Permanent Secretary Ephraim Munshifwa said in comments streamed online Friday, adding that the process to do so had begun.

The state-owned company that operates the Tazama pipeline that connects Zambia’s copper-mining region with the Tanzanian port of Dar es Salaam had earlier asked companies to pre-qualify to supply diesel via the conduit starting in October. The IMF earlier this year urged the government to restore open access as soon as possible.
