TOKYO -- Japan will move most applications for advance screening of foreign investments online as early as fiscal 2028, a move to help the new Japan Foreign Investment Committee (JFIC) more efficiently handle a growing volume of work.

Foreign investments that could affect Japan's economic security must be reviewed beforehand. Applications climbed 17.2% to a record high of 3,401 in fiscal 2025 and are expected to rise further.

Applications are submitted to the Bank of Japan, often in paper form. These are then sent to the Finance Ministry, where employees input the information manually before sharing it with JFIC. Moving everything online would make it easier to manage reviews, as well as monitor approved investments to ensure the agreed-upon terms are being followed.
