If that channel holds in the months ahead, a modest and legal trade survives. The headline that read as proof the sanctions failed was really a sequence of turning points - a surge that ran on a loophole, a loophole that closed, and a durable market that never arrived. The investor's correct takeaway is not that the embargo is toothless. It is that a boom built on regulatory tolerance can be reversed by the same regulatory hand, and the Cuba container spike was the demonstration.
