The review says there should have been more formal planning for the high-profile event, noting that there was no “documented line-of-sight assessment” and no “comprehensive written Security Assessment or Event Action Plan.” The UVU police chief also did not immediately activate a campus alert, the review says, and later alerts were “inconsistent and contradictory.” The review says UVU staff raised concerns about holding the event in an outdoor courtyard but that Kirk’s organization, Turning Point USA, “insisted” upon that location.
