中国企业如何避免在东南亚遭遇欧洲式的抵制How Chinese firms can avoid a Europe-style backlash in Southeast Asia

China’s technology companies face a question that no pricing strategy can answer: what will their success do to their trading partners?

In Europe, that question has become politically urgent. European Commission President Ursula von der Leyen warns of a “second China shock”, linking persistent trade imbalances to the erosion of Europe’s industrial base. Europe’s dispute carries a broader warning: affordable products can coexist with deep anxiety over the loss of productive capability.

如果“工业倾销”是中国在欧洲面临的指控,那么中国企业必须防止“技术倾销”成为它们在东南亚面临的指控。

If industrial dumping is the charge China faces in Europe, Chinese companies must prevent “technological dumping” from becoming the charge they face in Southeast Asia.

如果低成本模型、平台和交钥匙系统进入市场的速度快于当地企业学习、竞争和开发自有产品的速度,这种指控就会站稳脚跟。低价可能赢得合同,但如果东道国经济体在获得先进工具的同时失去了构建和改进这些工具的能力,低价就无法赢得持久的信任。最终,这些经济体会追问:这项技术究竟服务于谁的繁荣。

Such an accusation would gain traction if low-cost models, platforms and turnkey systems entered markets faster than local firms can learn, compete and develop products of their own. Low prices may win contracts, but they cannot secure lasting trust if host economies acquire advanced tools while losing the capacity to build and improve them. Eventually, those economies will ask whose prosperity the technology serves.

因此,中国人工智能在东南亚的扩张必须回答四个问题。它是否帮助东道国产业向高附加值生产迈进?它是否让当地人具备设计、改良和提升技术的能力,而不仅仅是操作进口系统?中国供应商是否通过本地招聘、采购、研发和再投资扎根当地?民众是否通过更好的就业、不断上涨的收入和更易获得的服务分享红利?

The expansion of Chinese artificial intelligence in Southeast Asia must therefore answer four questions. Does it help host industries move towards higher-value production? Does it equip locals to design, adapt and improve technology, rather than simply operate imported systems? Does the Chinese provider put down roots through local hiring, procurement, research and reinvestment? And do citizens share the gains through better jobs, rising incomes and more accessible services? Every major deployment should make an industry more productive, a local company more capable and workers better equipped to earn a living. If AI increases profits while destroying livelihoods and concentrating the gains elsewhere, cooperation will breed resentment.

每一次重大部署都应让产业更高效、本地企业更强大、工人更有能力谋生。如果人工智能在增加利润的同时摧毁生计、将收益集中在别处,合作将滋生怨恨。

The opportunity is considerable. The Asean-China Free Trade Area 3.0 upgrade protocol under ratification is designed to deepen cooperation in areas including the digital economy and supply-chain connectivity. Once in force, it could better match Chinese technology with demand across the economies of the Association of Southeast Asian Nations, allowing a successful application in one country to be adapted and scaled across the region.

机遇巨大。正在批准生效的《中国—东盟自贸区3.0版升级议定书》旨在深化数字经济、供应链互联互通等领域合作。一旦生效,它能更好地将中国技术与东盟国家的需求相匹配,使某国成功的应用得以在区域内推广复制。

The opportunity is considerable. The Asean-China Free Trade Area 3.0 upgrade protocol under ratification is designed to deepen cooperation in areas including the digital economy and supply-chain connectivity. Once in force, it could better match Chinese technology with demand across the economies of the Association of Southeast Asian Nations, allowing a successful application in one country to be adapted and scaled across the region.

商业势头显而易见。在近日于广西举办的中国—东盟博览会上,主办方设立了“东盟需求专区”,并报告收到涵盖交通、智慧物流、城市管理和产业园等领域的89项合作需求。会前还实现了8000多次AI辅助商贸配对,AI商品交易展区汇聚了70家企业的约500款产品。

The commercial momentum is visible. At the recently concluded China-Asean Expo in Guangxi, organisers established an “Asean demand zone” and reported 89 requests for cooperation spanning transport, smart logistics, urban management and industrial parks. They also reported more than 8,000 AI-assisted business matches before the event, while an AI marketplace featured about 500 products from 70 companies. These figures show the scale of the opportunity, but say little about where technological capability and commercial value will ultimately reside.

这些数字展示了机遇的规模,却鲜少透露技术能力与商业价值最终将落脚何处。

Take Guangxi’s AI development strategy: it takes research and development in Beijing, Shanghai and Guangzhou, integrates the systems in Guangxi and offers the applications to Asean. The question is where capability accumulates after deployment.

以广西的AI发展战略为例:它汇聚北京、上海、广州的研发成果,在广西进行系统集成,再将应用推向东盟。关键在于部署落地后,能力将在何处沉淀。

Take Guangxi’s AI development strategy: it takes research and development in Beijing, Shanghai and Guangzhou, integrates the systems in Guangxi and offers the applications to Asean. The question is where capability accumulates after deployment.

因此,每一个重大中—东盟AI项目都应经受三项考验。首要考验是采购是否构建了自主能力。当项目由公共资金或联合开发基金支持时,合同应明确规定外方供应商退出后,本地团队将具备哪些能力。

Every major China-Asean AI project should therefore pass three tests. The first is whether procurement builds independent capability. When projects are supported by public money or joint development funds, contracts should specify what local teams will be able to do after the foreign supplier steps back.

这可能包括模型评估、故障诊断、系统维护和应用适配。项目竣工时,还应留下一批能够独立运行、修改和改进技术的工程师。

This might include evaluating models, diagnosing failures, maintaining systems and adapting applications. The completion of a project should also leave behind engineers capable of operating, modifying and improving the technology independently.

第二个考验在于本地企业能否获得真正的商业自主权。中国供应商应保留其引入技术的所有权。同时,东盟合作伙伴应就其协助创造的应用、数据集、接口及改进,通过明确谈判确保拥有所有权、许可权或销售权。

The second test is whether local firms gain genuine commercial agency. Chinese suppliers should retain ownership of the technology they bring. At the same time, Asean partners should secure clearly negotiated ownership, licensing or sales rights over the applications, data sets, interfaces and improvements they help create.

如果东盟贡献了语言资源、运行环境、行业知识及试点客户,从而推动产品迭代升级,理应分享由此产生的知识成果与商业价值。

If Asean contributes the languages, operating environments, industry knowledge and trial customers through which a product improves, it should capture a fair share of the resulting knowledge and commercial value.

第三个考验在于生产力提升带来的红利能否惠及工人、中小企业及消费者。人工智能将改变部分岗位并淘汰另一些岗位。责任在于确保工人不独自承担生产率提高的全部代价。

The third test is whether productivity gains reach workers, smaller businesses and consumers. AI will transform some jobs and eliminate others. The responsibility is to ensure workers do not bear the full cost of higher productivity.

中国技术提供方应承担其应尽的那份责任。在部署可能大规模替代工人时,培训、转岗及过渡安排应写入项目合同与预算,而不应事后将这些成本甩给东道国政府。合作应助力工人掌握更高价值技能、赋能本地企业拓展业务,并让消费者享受更优质、更实惠的服务。

Chinese technology providers should bear their share of that responsibility. Where deployment may significantly displace workers, training, redeployment and transition measures should be included in project contracts and budgets. These costs should not be handed to the host government as an afterthought. Cooperation should help workers acquire more valuable skills, enable local businesses to expand and give consumers access to better, more affordable services.

可衡量的成果是反驳“技术倾销”指控最有力的证据。东盟技术基础夯实的最清晰标志,将是本地企业崛起,具备成为中国企业供应商、长期合作伙伴,乃至未来竞争者的能力。

Measurable results offer the most convincing answer to any accusation of technological dumping. The clearest evidence of a stronger Asean technological base would be the emergence of local firms capable of becoming Chinese companies’ suppliers, long-term partners and, eventually, competitors.

欧洲的争端给中国敲响了警钟:如果出口成功动摇了合作伙伴对自身工业未来的信心,终将招致抵制。抵御欧式反弹的最强盾牌,是看得见的本地繁荣:东盟产业向价值链高端攀升、本地企业获得创新能力、普通民众发现中国AI拓展了他们的机遇而非威胁其生计。陈宝辉

Europe’s disputes carry a plain warning for China: export success that undermines a partner’s confidence in its own industrial future will eventually provoke resistance. The strongest defence against a European-style backlash is visible local prosperity: Asean industries moving up the value chain, local companies gaining the capacity to innovate, and ordinary people finding Chinese AI has expanded their opportunities rather than threatened their livelihoods.
