要了解香港的走向,先从董建华说起To understand where Hong Kong is going, start with Tung Chee-hwa

9月8日,香港首任行政长官董建华逝世。这引发了人们的反思,不仅关乎一位曾站在城市公共生活中心的政治人物,也关乎香港回归祖国近三十年来的变迁。

On September 8, Tung Chee-hwa, Hong Kong’s first chief executive, died. It prompted reflection, not only on a political figure who once stood at the centre of the city’s public life, but also on nearly three decades of change since its return to China.

历史很少由单一个人或孤立的决策塑造。个人选择、体制调整、社会期待与外部环境相互作用,共同构成历史进程。这一点在董建华的案例中尤为明显。要理解香港首任行政长官的意义,必须回到历史语境之中。

History is rarely shaped by a single person or isolated decisions. Individual choices, institutional adjustments, social expectations and external circumstances all interact to form the historical process. This is particularly true in Tung’s case. To understand the significance of Hong Kong’s first chief executive, one must return to the historical context.

英国殖民统治留给香港一套以效率、程序和秩序为核心的高度发达行政体系。这一行政传统成为香港身份认同的重要组成部分。然而,殖民治理也运行在独特的政治结构下,在合法性、公众参与和政治问责等问题上,其处理方式与现代宪制体系有所不同。

British colonial rule left Hong Kong with a highly developed administrative system built around efficiency, procedure and order. This administrative tradition became an important part of Hong Kong’s identity. However, colonial governance also operated under a distinct political structure, where questions of legitimacy, public participation and political accountability were addressed differently from those in modern constitutional systems.

1997年后,香港进入新阶段。这一转型不仅是政治权力或政府机构的更替,也涉及社会对公共权力理解的变革。市民日益不仅关心政策能否取得成效,还关心决策为何而作、不同意见如何被纳入、后果由谁来承担。

After 1997, Hong Kong entered a new stage. The transition was not merely a change of political authority or government institutions. It also involved a transformation in how society understood public power. Citizens increasingly cared not only about whether policies could achieve results, but also why decisions were made, how different views were considered, and who should bear responsibility for consequences.

董建华政府面临的挑战,反映了香港从长期确立的行政模式向更复杂的治理形态迈进时的广泛张力。如何在行政效率与社会合法性、专家决策与公众参与、长远规划与即时期待之间取得平衡,已成为持续塑造香港公共生活的议题。

The challenges faced by Tung’s administration reflected a broader tension as Hong Kong moved from a long-established administrative model towards a more complex form of governance. Balancing administrative efficiency with social legitimacy, expert decision-making with public participation, and long-term planning with immediate expectations has become an issue that continues to shape Hong Kong’s public life.

那一刻的不确定性容易被忽视。香港正步入一个没有现成蓝图的新阶段。

It is easy to overlook the uncertainty of that moment. Hong Kong was entering a new stage for which there was no ready-made blueprint.

如何在“一国两制”和《基本法》下构建治理体系;如何将制度融入新的宪制安排;以及一个国际城市应如何重新定义与国家发展的关系——这些问题的答案都需要在实践中逐步探寻。

How to build a governance system under “one country, two systems” and the Basic Law; how to integrate institutions into a new constitutional arrangement; and how an international city should redefine its relationship with national development – these questions required answers to be discovered gradually through practice.

随后几十年的复杂演变,不能简单归结为某一个个体、少数政策选择或孤立事件。遇到的困难,也不能自动被解读为香港治理“失败”或“一国两制”根本有缺陷的证据。

The complex developments of the decades that followed cannot simply be reduced to one individual, a handful of policy choices or isolated events. Nor can difficulties encountered automatically be interpreted as evidence that Hong Kong’s governance has “failed” or that one country, two systems is fundamentally flawed.

如果局部的住房问题能证明整个政治制度有缺陷,或者防疫协调的问题能否定一个宪制框架,那么鲜有现代体系能经受住这种考验。

If a local housing failure could prove an entire political system flawed, or pandemic coordination problems could invalidate a constitutional framework, few modern systems would pass such a test.

成熟的历史理解,并非拒绝讨论成就与不足,而是抵制将历史压缩为单一标签的诱惑。政治领袖难免受限于其时代的局限,每届政府都会留下值得反思的教训。但这些现实,不妨碍我们在更宏大的历史轨迹中,认清某一特定时期的意义。

A mature understanding of history does not mean refusing to discuss achievements and shortcomings. Rather, it means resisting the temptation to compress history into a single label. A political leader may inevitably be shaped by the limitations of his era, and every administration will leave lessons that deserve reflection. But these realities do not prevent us from recognising the significance of a particular period within the broader historical trajectory.

1997年的香港,首要面对身份认同与制度转型的挑战。2003年与内地签署《更紧密经贸关系安排》(CEPA),标志着更深层次的融合。随后,跨境基建项目与大湾区建设重塑了香港与周边地区的关系。如今,创新科技、北部都会区、新型工业化策略及改善住房,已成为治理的核心主题。

The Hong Kong of 1997 first confronted the challenge of identity and institutional transition. The 2003 Closer Economic Partnership Arrangement with the mainland marked a deeper integration. Subsequently, cross-border infrastructure projects and the development of the Greater Bay Area reshaped Hong Kong’s relationship with surrounding regions. Today, innovation and technology, the Northern Metropolis, new industrial strategies and housing improvement have become the central themes of governance.

每个时代都有其挑战,每届政府都有其责任。董建华时代的意义,首先在于其历史定位——它是香港1997年后发展的起点。一些举措得以延续拓展,一些制度持续演进,一些理念被后续政府接力推进。

Each era brings its challenges, and each administration faces its own responsibilities. The significance of the Tung era lies first in its historical position as the starting point of Hong Kong’s post-1997 development. Some initiatives were expanded, some institutions continued to evolve, and some ideas were carried forward by subsequent governments.

过去三十年的香港故事,从来不是单一领导人的记录,而是政府、商界、市民与社会共同塑造的过程。回望历史,未必需要再算一笔功过账,也不必以撕裂社会的方式重启陈年争议。

The story of Hong Kong over the past three decades has never been the record of a single leader. It has been a process shaped by governments, businesses, citizens and society. Looking back does not necessarily require another accounting of merits and faults, nor a reopening of long-standing controversies in a way that creates social division.

个体终将谢幕,城市却在继续前行。香港经历过金融风暴、经济转型、社会挑战与公共卫生危机。它与内地的关系、区域联动、经济结构持续变化。如今,香港仍在住房、创新、产业转型、区域融合与全球竞争力中寻找新答案。

Individuals eventually leave the historical stage but cities continue moving forward. Hong Kong has faced financial crises, economic restructuring, social challenges and public health emergencies. Its relationship with the mainland, regional connectivity and economic structure continue to change. Today, Hong Kong is still searching for new answers in housing, innovation, industrial transformation, regional integration and global competitiveness.

香港的历程,可被理解为在约束、机遇与不断变化的期待之间持续调适的过程。读懂董建华的角色,终究是读懂他所处的历史时刻。而要看清香港将向何处去,首先要读懂它从何处来。文/程咸岳

Hong Kong’s journey can be understood as a continuous adjustment between constraints, opportunities and changing expectations. To understand Tung’s role is ultimately to understand the historical moment in which he stood. And to understand where Hong Kong is going, one must first understand where it has come from. By Cheng Xianyue
