香港财政司司长陈茂波表示,香港可凭借其独特优势,包括普通法制度、国际接轨的标准及专业服务,为主要经济体在人工智能(AI)治理方面提供值得信赖的解决方案。
Hong Kong can offer trusted solutions in artificial intelligence (AI) governance for major economies by leveraging the city’s unique strengths, including its common law system, internationally connected standards and professional services, the city’s finance chief has said.
陈茂波在周日的每周网志中写道:“随着主要经济体开始探讨AI治理、数据、合规及风险管理,香港可善用其在提供‘规则’和‘信任’方面的独特优势。”
“As major economies begin discussing AI governance, data, compliance and risk management, Hong Kong can leverage its unique strengths in providing ‘rules’ and ‘trust’,” Financial Secretary Paul Chan Mo-po wrote in his weekly blog on Sunday.
“香港可在[AI]模型训练、跨境数据流动、隐私保护及争议解决等方面提供值得信赖的解决方案。”他强调了香港在普通法制度、兼通中英文及三语法律人才、国际接轨标准、专业服务及雄厚金融支持等方面的优势。
“Hong Kong can offer trusted solutions in [AI] model training, cross-border data flows, privacy protection and dispute resolution.” He highlighted the city’s advantages in its common law system, biliterate and trilingual legal talent, internationally connected standards, professional services and strong financial support.
陈茂波发表上述言论之际,政府近期的《施政报告》重点列出了AI风险治理的七大范畴,包括打击深度伪造色情内容及网络诈骗等AI相关罪行、推出AI代理管理指引,以及推动市场对AI伦理风险进行评估。
Chan made the remarks as the government’s recent policy address highlighted seven key areas in AI risk governance, including combating AI-related crimes such as deepfake porn and online scams, introducing management guidelines for AI agents and promoting market assessment of AI ethical risks.
政府上周公布人力预测报告,预测因经济转型、AI应用以及各项输入人才及劳工措施,香港的人力短缺将于2028年收窄至13万人。
The government published a report on manpower projections last week, predicting the city’s manpower shortfall would narrow to 130,000 in 2028, due to economic transformation, the adoption of AI and various talent and labour importation measures.
然而,创新科技、航空、建造、城市运作及医疗等关键行业仍将面临人力短缺。
However, critical industries such as innovation, aviation, construction, city operations and healthcare will still face a manpower crunch.
陈茂波表示,香港的人力缺口将集中在高度依赖人际互动、现场判断及复杂工艺的职业上,凸显了在即使最先进的AI也无法取代的领域培育人才的必要性。
Chan said the city’s manpower gap would be concentrated in occupations that rely heavily on interpersonal interaction, on-site judgment, and complex craftsmanship, underscoring the need for talent in areas that even the most advanced AI cannot replace.
他补充说,香港还需要培养了解AI行业的人才,并指出政府已致力推广全民AI培训。“人工智能将为香港带来新类型的工作和新路径,”陈茂波写道。
He added that Hong Kong would also need to nurture talent with an understanding of the AI industry, noting that the government had made efforts to promote AI training for all.
“提升劳动力的人工智能素养和更广泛的技能,关乎我们未来在市场上的竞争优势,也关乎香港适应人工智能发展的需要,以及人们的工作和生活。”
“AI will bring new types of jobs and new pathways to Hong Kong,” Chan wrote.
陈茂波周日也开始对卡塔尔首都多哈进行为期两天的访问,出席亚洲基础设施投资银行(AIIB)理事会年会。
“Enhancing the labour force’s AI literacy and broader skills is about our future competitive advantage in the market, and also about Hong Kong’s need to adapt to AI development, as well as people’s work and lives.” Chan also began a two-day visit to Qatar’s capital, Doha, on Sunday to attend the annual meeting of the Board of Governors of the Asian Infrastructure Investment Bank (AIIB).

He is expected to meet with other AIIB governors as well as local and international political and business leaders and will deliver a keynote speech at a thematic session on digital public infrastructure.
