Intelligent Instruments is becoming a familiar name in this space. SoundVue combines an array of microphones with cameras and software designed to locate the loudest vehicle. It can also connect with automatic license plate recognition technology. Knoxville, Tennessee, has used the technology in a mobile noise-camera program. The camera records information tied to excessive-noise events, including the time, location, type of vehicle and license plate. Knoxville says the camera can support warnings, but the city currently does not use it to issue camera-generated citations. The system originally came from 24 Acoustics, another Southampton, U.K.-based company. Knoxville's current city page says that camera technology now trades through Intelligent Instruments.

Miami Beach also tested three Intelligent Instruments systems. The city launched its noise-meter and camera pilot to see whether the equipment could identify the correct vehicle under different traffic conditions. Florida law prevented Miami Beach from using camera evidence to issue automated noise citations during that pilot. Miami Beach has since taken another approach. In July 2026, the city launched a year-long Quiet Zone pilot in the South of Fifth neighborhood. Police officers handle enforcement there under existing laws rather than relying on automated noise-camera citations.

LICENSE PLATE CAMERAS AT HOME DEPOT AND LOWE’S SPARK PRIVACY FEARS You do not have to live in a major city to encounter this technology. Avoca, Iowa, moved ahead with a noise-camera program along Highway 59 after testing the technology in spring 2025. The city was dealing with complaints about loud engine-compression braking from trucks, often called Jake braking. During the one-month pilot, Avoca recorded 183 violations involving 83 vehicles. The city later announced a full implementation using technology from Intelligent Instruments with backend services from Sitestream.

Hawaii launched a two-year noise-camera pilot on Oʻahu in September 2025. The state planned 10 locations around the island, beginning with the H-3 Freeway and Ala Moana Boulevard. However, drivers are not receiving camera-generated tickets through the pilot. The Hawaii Department of Transportation says the cameras collect information about vehicle noise levels and where the sound originates. The agency plans to use that data to help guide future legislation and enforcement decisions. The systems flag events exceeding 90 decibels and help identify the type of vehicle noise involved. That could include an engine or muffler.

Kirkland, Washington, also used noise cameras as a test rather than a ticket machine. The city's Street Racing Noise Pilot Program placed equipment at two locations with a history of complaints about racing and modified exhausts. The system used a camera with an array of sensitive microphones. When a vehicle crossed the noise threshold, software created a heat map showing where the sound came from. Kirkland did not issue tickets or warnings during the pilot. Instead, the city wanted to see whether the system could reliably separate one noisy vehicle from everything else happening around it. That question becomes important on a busy street. A motorcycle may be next to a truck while another car accelerates through the intersection. The camera has to figure out which one created the sound before anyone can confidently connect that event to a plate.

Intelligent Instruments is not alone in this market. Sorama, a Dutch acoustic technology company, has also supplied equipment for U.S. noise-camera programs. Sorama's technology uses microphone arrays to locate a sound source and display it visually over an image or video. In simple terms, the system can show where the noise came from instead of only telling you how loud it was.

The city wanted flexibility because its loud-vehicle complaints can shift between traffic hot spots. Sorama says Newport expanded the program after its initial deployment. Newport's program has gone beyond data collection. Drivers can receive $250 citations for excessive vehicle noise, according to reporting on the city's system.

Albuquerque, New Mexico, also partnered with Sorama for a three-camera pilot that began in 2025. Two units went to designated areas, while a mobile camera could move around the city. The six-month test collected noise data without issuing fines. Albuquerque officials were still asking for analysis of the program in early 2026.

Santa Fe, New Mexico, is one of the newest cities to move from a pilot-style concept toward a broader enforcement program. The city signed a five-year contract worth up to $4 million with Jenoptik Smart Mobility Solutions for automated speed and noise enforcement. City records show the agreement covers automated speed and noise enforcement services. Santa Fe's initial plan called for six mobile enforcement devices. Three would serve the north side and three would serve the south. One device on each side would include both speed and sound enforcement. The other four would focus on speed. Jenoptik says the systems capture a violator's license plate and send the event for law enforcement review. The city also planned a warning period before moving into citations.

University Park, Maryland, activated a noise-enforcement camera at Adelphi Road and Van Buren Road on Jan. 7, 2026. Maryland's experience is another sign that these systems are spreading through state and local pilot programs rather than through one national rollout.

West Haven, Connecticut, is one of the latest communities moving toward noise-camera enforcement. The city plans to add four noise-detection devices along its shoreline, an area where residents have complained about loud vehicles. As of mid-September 2026, the broader program had not gone live. WFSB reported that the devices were expected to be installed within about a month. Connecticut law allows municipalities to use photo noise violation monitoring devices if they adopt an ordinance. The state sets the threshold at 80 decibels for qualifying violations, excluding certain horn sounds. State law also lays out the penalty structure. A first violation brings a written warning. A second carries a $100 fine, while a third or later violation carries a $250 fine. A police officer or municipal employee must review the images before the city mails a citation. East Hartford has also authorized noise cameras, although the town has not implemented them yet.

The trend could spread further. Boston City Council approved a request in August 2026 to explore a noise-camera program. The discussion grew out of complaints about loud cars and street takeovers. Boston had not launched a program at that point. Providence, Rhode Island, has gone a step further in its planning. The city issued a request for proposals seeking companies for a 16-month acoustic-camera pilot. The specifications call for equipment that can detect and document potential violations. They also call for a system capable of producing evidence that could support citations.

This is the tricky part. A regular sound meter can tell you how loud something is. That does not necessarily tell you which moving vehicle caused the noise. Noise cameras try to solve that problem with multiple microphones. Software compares the sound reaching each microphone and calculates where it came from. A camera then provides the visual evidence. For example, SoundVue says its Halo microphone array can identify the dominant vehicle even when other vehicles are nearby. The system then combines that acoustic information with video and a license plate image. New York describes a similar process. Its panoramic camera places a marker over the source identified by the microphone array. A separate plate reader captures the vehicle's license plate. That sounds impressive. However, California's testing shows why cities still need to be careful.

The California Highway Patrol evaluated sound-activated enforcement systems from TNL, Intelligent Instruments and Jenoptik. Technical problems prevented CHP from fully evaluating all three systems. Only the Intelligent Instruments device produced enough usable data for a detailed analysis. CHP found that the technology could detect excessive exhaust noise. However, the agency concluded that the systems it evaluated were not adequate as standalone enforcement tools. One challenge involved reliably tying the noise to the correct vehicle. Lighting, license plate visibility and traffic conditions could also affect the evidence. The study covered specific equipment under specific testing conditions, so it does not prove that every noise-camera system will make the same mistakes. Still, it explains why human review plays such a big role in many of these programs. A microphone can detect a loud event. Turning that event into a fine requires a higher level of confidence.

The privacy conversation goes beyond whether a microphone can hear your exhaust. Many of these systems capture a license plate after a noise event. New York says its camera positioning allows the plate to appear while keeping occupants and the vehicle's interior out of the video. Connecticut law also restricts how noise-camera information can be collected and used. It requires human review before a citation and sets rules around the recorded images. Still, those protections can vary depending on where you drive. A city considering noise cameras should be able to explain what it records, who can access the information and how long that data stays on file. We have already seen why that deserves attention with other roadside camera systems. We recently covered how a Flock camera hit helped send the wrong woman to jail. Prosecutors later dropped the charges, and the case showed what can happen when investigators treat camera information as a conclusion instead of one piece of evidence.

For most drivers, a noise camera may never trigger anything. However, where you drive can change the rules considerably. One city may use the technology to issue fines. Another may send warnings. Somewhere else, the camera may collect data without identifying drivers for enforcement. The sound being targeted can differ as well. New York looks for several types of excessive vehicle noise. Avoca focuses on loud engine braking. Other communities are mainly concerned about modified exhausts or street racing.

If you receive a noise-camera citation, review the evidence that comes with it. Check the location, time and vehicle information. Find out whether a person reviewed the event before the citation went out. You can also look at the local process for challenging the citation if you believe the system picked the wrong vehicle. If your town announces a noise-camera program, ask who supplies the equipment. Then look at what the system records and how long officials keep that information. Those details can tell you much more than the words "noise camera" on a city agenda.

Noise cameras feel like the next chapter in a much bigger change happening along American roads. Cameras started by watching traffic. License plate readers made vehicles searchable. Now acoustic systems can listen for one particular car as it passes. I can understand why people who hear roaring exhausts outside their homes at 2 a.m. want a better way to deal with the problem. An officer cannot sit on every noisy street waiting for the next car to come through. Still, California's testing gives me pause about treating a noise reading as automatic proof. A busy roadway can be a complicated place to figure out exactly where a sound came from. Human review and a clear appeals process become especially important when a machine-generated event can cost someone hundreds of dollars. I would also watch the companies behind these systems. Intelligent Instruments, Sorama and Jenoptik are building a new category of roadside technology.
