HSINCHU, Taiwan -- Taiwan's space agency has more than doubled its workforce over the past five years and is seeking deeper collaboration with the U.S. and other international partners as part of its efforts to build a globally competitive space industry on the island, the agency's chief told Nikkei Asia.
台湾太空机构(TASA)局长吴宏仁在接受独家专访时表示:“我们有两个愿景:一是增强国家安全,二是发展太空经济。”
"We have two visions: to enhance national security and to develop the space economy," Taiwan Space Agency (TASA) Director-General Wu Jong-shinn said in an exclusive interview.
吴宏仁被称为台湾的“火箭叔叔”,他表示,该机构旨在卫星光学和通信等领域取得重大突破,因为这些领域可以充分发挥台湾的半导体与电子产业优势。同时,该机构还希望通过加强国际合作以及提升卫星通信技术的自主能力,在地球观测和气候科学等领域推进其能力发展。深化合作的目标对象包括美国、英国、日本和澳大利亚。
Wu, known as Taiwan's "rocket uncle," said it aims to make significant inroads in areas including satellite optics and communications, where it can leverage its technology industry. It is also looking to advance its capabilities in fields such as Earth observation and climate science through closer international collaboration and greater self-sufficiency in satellite communication technologies. Targets for deeper partnerships include the U.S., U.K., Japan and Australia.
自吴宏仁于2021年上任以来,TASA的员工人数已从几年前的约260人增至约650人(包括承包商),翻了一倍多。仅在太空光学领域,团队规模就从2人扩展到25人以上。然而,其每年不到2亿美元的预算仍落后于韩国和日本同行。
Since Wu took the helm in 2021, TASA has more than doubled its workforce to about 650 people, including contractors, from around 260 just a few years ago. In space optics alone, the team has expanded from two to more than 25 staff members. But its annual budget of less than $200 million still lags its South Korean and Japanese peers.

Taiwan is undertaking its most aggressive space campaign, including plans to build its own satellites and rockets. (Cheng Ting-Fang) Wu said Taiwan entered the space market much later and more slowly than South Korea, which is already launching its own rockets, but its comprehensive electronics supply chain is one of its strengths.
吴宏仁说:“台湾的预算低于亚洲同行,当然也远低于美国,但台湾的竞争优势之一在于我们能够管理和最大化资金使用,以更具成本效益的方式支出。”
"Taiwan's budget is less than its Asian peers and of course much less than the U.S., but one of the competitive edges of Taiwan is that we can manage and maximize funds and spend them in a much more cost efficient way," Wu said.
吴先生表示,许多台湾科技供应商已经具备了生产国际客户所设计关键零部件和系统的制造能力。他说,下一步是加强他们基于自身专业知识进行产品开发、设计和制造的能力,从而在整个供应链中获取更多价值。
Wu said many Taiwanese technology suppliers already possess the manufacturing capabilities to produce key components and systems designed by international customers. The next step, he said, is to strengthen their ability to develop, design and manufacture products based on their own expertise, allowing them to capture more value across the supply chain.
“台湾地方小,我们不可能面面俱到,”吴先生说,“但如果我们能超越单纯按照他人规格制造产品的阶段,转而由我们自己进行设计、制造并定义规格,那将是向前迈出的重要一步。”据台湾经济研究院统计,过去几年,台湾太空产业的年收入增长率约为9%至10%,2025年达到93亿美元。国际合作已成为其太空产业的重要组成部分。
"Taiwan is a small place. We can't do everything," Wu said. "But if we can move beyond simply building products to other people's specifications and instead design them ourselves, manufacture them and define the specifications, that would be a major step forward." Taiwan's space industry has posted annual revenue growth of about 9% to 10% over the past several years, reaching $9.3 billion in 2025, according to the Taiwan Institute of Economic Research. International cooperation is already an important part of its space industry.

In space optics, for example, Taiwan works with several local optical companies and its National Center for Instrumentation Research, while also collaborating with partners in Japan, the U.S. and the U.K.
近期发射的地球观测卫星“福卫八号A”所搭载的主镜,采用了日本小原光学(Ohara)提供的超低膨胀微晶玻璃,而京瓷(Kyocera)则为该卫星的关键成像传感器提供了基板。与此同时,国际合作伙伴正日益寻求利用台湾在信息通信技术、半导体制造和先进电子领域的优势,共同开发下一代太空技术。
The primary mirror aboard the recently launched Earth observation satellite Formosat-8A is made from ultra-low-expansion glass ceramic supplied by Japan's Ohara, while Kyocera provides the substrate for the satellite's key imaging sensor. At the same time, international partners are increasingly looking to tap Taiwan's strengths in information and communications technology, semiconductor manufacturing and advanced electronics to jointly develop next-generation space technologies.

Taiwan is seeking a deeper collaboration with the U.S., with Washington finalizing a space partnership with Taiwan under the Taiwan and American Space Assistance Act. If passed, the act would allow NASA and the National Oceanic and Atmospheric Administration to directly work with TASA in areas such as satellite technology, space exploration and space science. Taiwan is set to open its first rocket launch site in the southern Taiwanese city of Pingtung.
吴表示,国际合作的机会不仅限于技术发展,还延伸至地球观测和全球气候监测等领域。
Wu said opportunities for international collaboration extend beyond technological development to areas such as Earth observation and global climate monitoring.
“气候数据极其重要,并可能带来巨大的商业价值。它甚至对企业评估未来的投资方向至关重要。我预计,展望未来,天气预报将成为一个非常关键的产业。”吴说。
"Climate data is extremely important and can come with huge commercial value. It's even important for companies to evaluate where to invest in the future. I do expect weather forecasts will become a very critical industry looking ahead," Wu said.
他补充道,与那些尚未拥有发达卫星产业但对地球观测和气候数据有强烈需求的国家开展合作具有巨大潜力,并以澳大利亚和西班牙为例。
He added that there is significant potential for partnerships with countries that do not yet possess well-developed satellite industries but have strong demand for Earth observation and climate data, citing Australia and Spain as examples.

Taiwan is embarking on its most ambitious satellite constellation program to date, with Earth observation as a central focus. Collecting climate data will also be one of the program's primary objectives.

"As satellite communications have become increasingly important for military and national defense purposes, governments around the world have made the area a strategic development priority to strengthen resilience," said Chiu Shih-fang, a veteran tech analyst with the Taiwan Institute of Economic Research.
