1997年,香港首任行政长官董建华公布房屋政策时,其雄心壮志非同寻常。政府承诺每年在公私营领域合共兴建至少8.5万个单位,并将自置居住率提升至70%。构想很简单:多建屋、让房屋更负担得起、让更多家庭拥有属于自己的香港。然而,历史介入了。
When Hong Kong’s first chief executive, Tung Chee-hwa, announced his housing plan in 1997, the ambition was extraordinary. The government would produce at least 85,000 flats a year across the public and private sectors, and raise the home ownership rate to 70 per cent. The idea was simple. Build more homes, make housing more affordable and allow more families to own a piece of Hong Kong. Then history intervened.
亚洲金融风暴爆发,楼价暴跌,经济走弱。8.5万伙的目标迅速成为政治毒药,政府被迫退缩。近三十年后,香港仍在纠结同一个困境:政府在不破坏体系内现有土地价值的前提下,究竟能释放多少土地?这正是今日“北部都会区”背后令人不适的核心问题。
The Asian financial crisis struck. Property prices collapsed. The economy weakened. The 85,000-flat target quickly became politically toxic, and the government retreated. Nearly three decades later, Hong Kong is still wrestling with the same dilemma: how much land can the government release without destabilising the value of the land already in the system? That is the uncomfortable question behind the Northern Metropolis today.
土地和楼价上涨虽能为政府创收、增加家庭财富,却也令年轻一代更难踏入楼市。香港将这种模式推向了极致。
Rising land and property values can generate government revenue and household wealth, but they also make it harder for younger generations to enter the housing market. Hong Kong took this model to an extreme.
自殖民地时代起,限制土地供应与出售发展权便为政府带来可观收入。这助力香港维持低税制,同时为基建和公共服务提供资金。该模式行之有效数十载。但成功衍生出自身的问题。
Since the colonial era, restrictions on land supply and the sale of development rights have generated substantial government revenue. That helped Hong Kong maintain low taxation while funding infrastructure and public services. The model worked remarkably well for decades. But success creates its own problems.
一旦房产成为家庭财富最大的储存载体之一,楼价大跌不再仅是楼市调整,它将波及业主、银行、发展商、消费以至政府财政。
Once property becomes one of the largest stores of household wealth, a sharp fall in prices is no longer simply a housing market correction. It affects homeowners, banks, developers, consumption and government finances.
因此,政府面临一个尴尬的矛盾:它希望房屋更可负担,却又有强有力的理由不让房产价值崩盘。
The government therefore faces an awkward contradiction. It wants housing to become more affordable, but it also has powerful reasons not to let property values collapse.
董建华可以说是看准了结构性问题。香港需要更多土地和住房。但政策出台的时机不对。巨量供应增加、经济下行与亚洲金融危机叠加,引发了历史级别的楼市崩盘。
Tung was arguably looking at the right structural problem. Hong Kong needed more land and homes. But the policy arrived at the wrong moment. The combination of a huge supply increase, an economic downturn and the Asian financial crisis produced a property collapse of historic proportions.
教训不是香港永远不应增加土地供应。而是住房政策不能被视为一个开关。过度激进地打开供应闸门,市场会遭受冲击;关闭太久,稀缺性会推高价格,负担能力恶化,代际矛盾加深。人们常谈“高地价政策”,但这并非官方政策:历届政府均否认香港刻意维持高地价。
The lesson is not that Hong Kong should never increase land supply. It is that housing policy cannot be treated as a switch. Turn supply on too aggressively and the market can suffer a shock. Turn it off for too long and scarcity drives up prices, affordability deteriorates and intergenerational tensions deepen. People talk of a “high land price policy” but this is not official policy: successive administrations have rejected the idea that Hong Kong deliberately keeps land prices high.
或许更有用的问题是,香港土地制度创造的经济激励是否仍依赖于昂贵的土地。这更难以反驳。
Perhaps the more useful question is whether the economic incentives created by Hong Kong’s land system still depend on valuable land. That is harder to dismiss.
以北部都会区为例。上月,政府将洪水桥及厦村首个大型片区发展项目批予一个由中国海外发展、华润置地(海外)、京东及信和置业组成的六间公司财团。这份港币10.3亿元(约1.31亿美元)的标书涵盖三个住宅地块,中标财团亦负责整备其他土地,并发展智慧物流中心及公共设施。
Consider the Northern Metropolis. Last month, the government awarded its first large-scale district development project in Hung Shui Kiu and Ha Tsuen to a six-company consortium including China Overseas Land & Investment, China Resources Land (Overseas), JD.com and Sino Land. The HK$1.03 billion (US$131 million) tender covers three residential sites, with the winning consortium also responsible for preparing other land and developing a smart logistics centre and public facilities.
这与传统卖地模式有重要区别。新模式不再仅是出让地块、由政府自行开发周边配套,而是引入私营资本与专业技术参与开发过程。
This is an important departure from a conventional land sale. Rather than simply selling a site and leaving the government to develop the surrounding area, the new model brings private-sector capital and expertise into the development process.
此举自有其逻辑。北部都会区工程浩大,若全赖政府融资建设每个环节,将给公共财政带来沉重负担。因此,政府正尝试不同方式,与市场分担开发成本及风险。
There is a logic to this. The Northern Metropolis is an enormous undertaking, and asking the government to finance and build every component would place a considerable burden on public finances. The administration is therefore experimenting with different ways to share development costs and risks with the market.
施政报告显示这种做法将延续,位于粉岭北的第二个大规模土地推出先导计划有望于年底启动。政府还计划在未来十年准备约2500公顷“即开工”土地,其中包括未来五年在北部都会区提供约1000公顷。
The policy address suggests this approach will continue, with a second large-scale land disposal pilot in Fanling North that could be launched by the end of the year. The government also aims to prepare about 2,500 hectares of “spade-ready” sites over the next decade, including about 1,000 hectares in the Northern Metropolis in the next five years.
这或许是最重要的转变。香港不再单纯追问一块地能卖多少钱,而是越来越多地追问这块地能帮助创造什么。
This is perhaps the most important change. Hong Kong is no longer simply asking how much a piece of land can fetch. It is increasingly asking what that land can help create.
北部都会区旨在将住房与大学、科技、物流、产业及新社区相结合。政府最新规划将大学城、教育科技产业人才融合置于发展战略核心。若能奏效,北部都会区的经济价值最终将源于当地产生的活动,而非仅靠地皮底下的价格。这将代表香港土地模式的有意义演进。
The Northern Metropolis is intended to combine housing with universities, technology, logistics, industry and new communities. The government’s latest plans put university towns and the integration of education, technology, industry and talent at the centre of the development strategy. If that works, the economic value of the Northern Metropolis will eventually come from the activity generated there, not just the price of the land beneath it.
但“8.5万个单位”事件提供了一个有益提醒。大型土地政策需要时间、连贯性,以及为长远利益承担短期不确定性的意愿。政府在增加供应的同时引入更灵活的开发和融资机制,或比过去的剧烈政策摇摆提供了一条更稳健的路径。
That would represent a meaningful evolution of Hong Kong’s land model. But the 85,000-flat episode offers a useful reminder. Big land policies need time, consistency and a willingness to absorb short-term uncertainty for long-term gain. The government’s approach of increasing supply while introducing more flexible development and financing mechanisms may offer a more measured route than the dramatic swings of the past.
更有趣的问题是,这座城市能否最终建立一套土地创造经济价值、而非经济价值过度依赖土地价值的体系。北部都会区或将成为检验之地。文:叶健强
