预计少数来自新兴行业的龙头企业将在“未来几个月”内获得优厚政策方案,并在香港开展业务。香港财政司司长表示,这是香港吸引投资措施的一部分。
A handful of leading firms from emerging industries are expected to receive preferential policy packages and set up operations in Hong Kong within the “next couple of months”, the city’s finance chief has said, as part of efforts to attract investment.

In an exclusive interview with the South China Morning Post, Financial Secretary Paul Chan Mo-po provided an update on the city’s drive to draw international and national brands and strategic enterprises to set up business in Hong Kong through dedicated preferential arrangements.
“我们正与几家企业进行深入商谈,希望尽快完成并公布结果。目标是在未来几个月内落实。”陈茂波表示。
“We are in close discussions with a few. We hope to conclude this as soon as possible and make the announcement. The target is in the next couple of months,” Chan said.
九月中旬发表的《施政报告》显示,由陈茂波领导的跨部门委员会正在审议来自“战略性新兴产业”的申请,涵盖航天及新材料等领域,并在制定政策方案时考虑投资额、潜在增长前景及经济效益等因素。
The policy address in mid-September revealed that a cross-departmental committee, led by Chan, was reviewing applications from “strategic emerging industries”, including aerospace and new materials, taking into account factors such as how much they were investing, potential growth and economic benefits in devising the packages.
陈茂波表示,其委员会将逐案评估申请,并可能通过批地、减税及政府共同投资等激励措施提供优惠。
Chan said his committee would assess applications on a case-by-case basis and offer concessions through potential incentives such as land grants, tax reductions and co-investments with the government.

He added that the administration would help firms secure approvals from authorities, including bringing in expertise unavailable in the local market.

Chan said determining the package’s reduced tax rate depended on whether the firms were from priority industries the government sought to develop, and their business plans, the number of potential local hires and their estimated contribution to the economy and the broader community.

Asked whether the firms would be subject to specific metrics, Chan said: “We have criteria, but they may not be quantitative. It is subject to negotiation.” The preferential policy package was proposed in last year’s policy address to facilitate negotiation between Hong Kong’s investment attraction agencies and target firms.

The Office for Attracting Strategic Enterprises and InvestHK can use the packages to finalise details with companies and report to the financial secretary for approval.

This year’s policy address built on the government’s bid to attract enterprises, with the Financial Services and the Treasury Bureau planning to roll out preferential tax rates of 5 per cent, or half‑rate, for selected enterprises operating in key sectors.

The key industries include finance, advanced manufacturing, research and development in innovation and technology, headquarters activities and logistics and supply chain management. The bureau aims to table the bill amendment to the Legislative Council by the end of this year.

Chan said authorities would be “very quick”, with hopes to get it “approved in the following few months”. While authorities push to develop new industries and diversify the economy, Hong Kong’s merchandise exports, a core pillar of gross domestic product, have seen runaway growth since March.

Chan said he remained “cautiously optimistic” about export growth as Hong Kong engaged mainly in re-exports and mainland Chinese firms had been agile and flexible.

He also observed that the recent increase in exports had been driven by artificial intelligence and electronic products, while export markets had been changing, with Asean and the Global South showing strong demand.
