“人人都能上大学”:中国推出全面高等教育改革‘Everyone can attend university’: China unveils sweeping higher education reform

中国公布了高等教育系统改革方案,敦促各高校在人口结构变化、就业市场趋于收紧和产业升级不断改变全国技能需求之际,明确自身定位、发挥独特作用。

China has unveiled an overhaul of its university system, urging institutions to develop distinct roles as demographic change, a tighter job market and industrial upgrading alter the country’s skills needs.

据新华社9月20日报道,中共中央办公厅和国务院办公厅联合印发了高等教育改革指导意见。

The general offices of the ruling Communist Party’s Central Committee as well as the State Council, China’s cabinet, jointly issued guidelines for higher education reform, state news agency Xinhua reported on September 20.

文件提出,高校必须适应“学龄人口变化趋势”,推动高校走差异化发展之路,构建更加融合的高等教育模式,探索培养未来创新人才的新途径。

The document said universities must adapt to “changing trends in the school-age population”. It urged institutions to pursue differentiated development, build more integrated forms of higher education and explore new ways to train future innovators.

文件特别要求推动高校错位发展。高水平研究型大学应支撑国家重大战略,行业特色高校要增强服务实体经济的能力。

In particular, Beijing called for universities to develop distinct roles. High-level research universities will be expected to support major national strategies, while industry-specific institutions must strengthen their capacity to serve the real economy.

上海同济大学教育评价研究中心主任范修迪表示:“随着学龄人口总量减少、高等教育从精英化转向大众化,未来人人都将有机会上大学。”

“With the total school-age population shrinking and higher education transitioning from an elite to a mass model, everyone will have the opportunity to attend university in the future,” said Fan Xiudi, director of the Education Evaluation Research Centre at Shanghai’s Tongji University.

“这要求教育结构适应人口结构变化趋势。”范表示,改革的一项重要内容是推动高校培育特色优势,同时帮助学生充分发展个人禀赋。

“This requires the education structure to adapt to changing demographic trends.” Fan said a major element of the overhaul would be encouraging universities to develop distinctive strengths while helping students make the most of their individual aptitudes.

范说:“过去,中国所有高等教育机构都竞相成为学科齐全的一流综合性研究型大学。然而,并非所有学生都擅长学术,人人也各有所长。”近年来,培养多元化人才库的重要性一再受到强调。但范表示,将这一问题上升到中央政府层面并不常见。

“In the past, all Chinese higher education institutions vied to become top-tier, comprehensive research universities with a full range of disciplines,” Fan said. “However, not all students excel academically, and everyone has different strengths.” The importance of cultivating a diverse talent pool has been repeatedly stressed in recent years. But Fan said it was unusual for the issue to be elevated to the central government level.

“据我了解,中央政府也认为这个问题极为紧迫,必须解决。”她说。

“My understanding is that the central government also feels this issue is extremely urgent and must be resolved,” she said.

“如果中国想成为教育强国,或真正回应个人发展和社会需求,同质化发展将不可持续。”人口数据进一步凸显了这种紧迫性。据预测,中国各学龄阶段的人口在达到峰值后将迅速减少,其中从学前教育到初中阶段的人数已经出现下降。

“If China wants to become a leading educational nation, or to genuinely respond to individual development and societal needs, homogeneous development will be unsustainable.” Demographic data underscores this urgency. The population across all school-age stages in China is forecast to fall rapidly after reaching its peak, with numbers from preschool to junior secondary level already in decline.

2022年,北京师范大学及其他机构的研究人员利用全国人口普查数据预测,中国学龄人口总数将从2021年的3.28亿降至2035年的约2.5亿。大学年龄段人口预计将于2032年达到峰值。

In 2022 researchers from Beijing Normal University and other institutions used national population census data to project a fall in China’s total school-age population from 328 million in 2021 to about 250 million in 2035. The university-age demographic is forecast to peak in 2032.

与此同时,过去15年间,中国的高等教育普及率大幅提升。据教育部数据,2025年全国高等教育在学总规模达到4870万人,毛入学率达到61.3%,是2012年30%的两倍多。

Meanwhile, higher education access has expanded massively over the past decade and a half. Total nationwide enrolment reached 48.7 million in 2025, representing a gross enrolment rate of 61.3 per cent – more than double the 30 per cent recorded in 2012 – according to the Ministry of Education.

“如此庞大的高等教育体系不能沿着单一轨道运行。”一位教育部官员表示,“必须通过制定相关政策,鼓励高校形成自身特色,更好适应经济和社会的多样化需求。”根据中共中央、国务院于2025年1月联合印发的《2024—2035年教育发展规划纲要》,高等教育院校应根据研究型、应用型和技能型等不同定位实行差异化发展,并相应调整管理方式和经费安排。

“Such a massive higher education system cannot operate on a single track,” a ministry official was quoted as saying. “Policies must be applied to encourage universities to develop distinctive characteristics and better adapt to the diverse needs of the economy and society.” Under a 2024-35 education development outline jointly issued by the Central Committee and the State Council in January 2025, higher education institutions are to be differentiated by research-, applied- and skills-oriented missions, with management and funding tailored accordingly.

厦门大学教育学院教授刘振天在接受《科技日报》采访时表示,研究型大学将是培养顶尖创新人才的主要阵地,以推动中国实现科技自立自强。

In an interview with Science and Technology Daily, Liu Zhentian, a professor of education at Xiamen University, said research universities would be the main bastions for cultivating top innovators needed to advance China’s scientific and technological self-reliance.

应用型大学将聚焦区域发展,帮助弥合人才供给与产业需求之间的差距,刘表示。

Applied universities would focus on regional development, helping to close the gap between talent supply and industry demand, Liu said.

与此同时,技能型大学将重点培养工匠以及支撑国家现代产业体系的技术人才。

Skills-oriented universities, meanwhile, would focus on nurturing artisans as well as technical personnel for the country’s modern industrial system.

据报道,有关部门将建立分类激励机制,根据每所大学的功能定位、实际贡献和独特优势提供差异化支持。

Authorities will reportedly establish categorised incentive mechanisms, providing differentiated support based on each university’s functional positioning, actual contributions and distinctive advantages.

尽管分类发展已被倡导多年,但据同济大学教育政策研究中心主任张端红和复旦大学研究人员刘红的分析,不同之处在于,当前外部条件正在“发生重大变化”。

Although such categorised development has been advocated for years, the difference now is that external conditions are “undergoing substantial changes”, according to an analysis by Zhang Duanhong, director of Tongji University’s Education Policy Research Centre, and Liu Hong, a researcher at Fudan University.

The conditions that previously fuelled the homogeneous expansion of Chinese universities were beginning to unravel, the researchers wrote in a social media post on September 22.

A shrinking population was altering the student base, a tight job market forcing a rethink of talent supply, and industrial upgrading redefining demand, they said.

“Original innovation, technological development, engineering, industrialisation and on-site process improvements require the joint support of different types of innovation entities and talent,” they wrote in the post.

作者表示,鉴于这些变化,新政策指南的主要作用是为高校现在主动调整提供政策空间,而不是等到学生人数减少、资金趋紧、毕业生就业形势恶化时,才被迫“转型”。

Given these shifts, the authors said, the main role of the new guidelines was to grant universities the policy space to make proactive adjustments now, rather than waiting to be “forced to transition” when student numbers dwindled, funding tightened and graduate employment worsened.
