日本在俄罗斯反对其获得联合国安理会常任理事国席位后否认“军事化”Japan denies ‘militarisation’ after Russia opposes permanent UN council seat

东京周一斥责俄罗斯外长拉夫罗夫,后者周末表示反对日本争取联合国安理会常任理事国席位,声称日本正走上“军事化道路”。

Tokyo on Monday rebuked Russian Foreign Minister Sergey Lavrov after he voiced opposition over the weekend to Japan’s drive for permanent membership of the UN Security Council, claiming the country was on a “path of militarisation”.

拉夫罗夫的言论发表之际,安理会肩负维护和平重任,却因五个常任理事国——英国、中国、法国、俄罗斯和美国——拥有否决权,被指责未能阻止俄乌冲突等近期冲突,从而面临改革呼声。

Lavrov’s comments came as the security council, tasked with safeguarding peace, is facing calls for reform amid accusations it failed to prevent recent conflicts such as Russia’s invasion of Ukraine, due largely to the veto power of its five permanent members: Britain, China, France, Russia and the United States.

拉夫罗夫周六在纽约联合国大会上表示,改革后的安理会“不能给德国和日本提供任何额外席位”,因为这两国已走上“军事化道路”。

At the UN General Assembly in New York on Saturday, Lavrov said a reformed security council “cannot provide any extra seats” to Germany and Japan, which had taken “the path of militarisation”.

拉夫罗夫回顾去年纪念第二次世界大战“战胜德国纳粹主义和日本军国主义”80周年,猛烈抨击这两个国家获得权力核心安理会常任理事国席位的想法。

Recalling last year’s 80th anniversary of the Allied victory “over German Nazism and Japanese militarism” in World War II, Lavrov blasted the notion of either country gaining a permanent seat on the powerful council.

美国支持德、日、印三国成为常任理事国,而俄罗斯则支持巴西和印度。

The US supports permanent seats for both countries and India while Russia is backing Brazil and India.

日本副常驻联合国代表三方智博在大会结束时回应拉夫罗夫,强调日本是“热爱和平的国家”,且“自由、民主和基本人权仍是日本每项决策和行动不可动摇的基石”。

Japan’s deputy UN ambassador Mikanagi Tomohiro responded to Lavrov at the end of the assembly, stressing that his country was “peace-loving” and that “freedom, democracy and fundamental human rights remain unshakeable foundations of Japan’s every decision and action”.

拉夫罗夫的言论周一招致东京反驳,日本政府首席发言人、内阁官房长官木原稔在例行记者会上表示,相关言论“与事实不符”。

Lavrov’s remarks drew pushback from Tokyo on Monday, with the Japanese government’s top spokesman, Minoru Kihara, telling a regular press conference that they were “contrary to the facts”.

木原稔说,日本“战后一贯捍卫自由、民主和法治,不仅为亚洲,也为世界繁荣做出了贡献”。

Kihara, who serves as chief cabinet secretary, said Japan had “consistently defended freedom, democracy and the rule of law since the end of the war, contributing to prosperity not only in Asia but around the world”.

除了五个常任理事国外,安理会还有10个非常任理事国席位。日本曾12次担任非常任理事国,最近一次是2024年结束的两年任期,长期以来一直表达希望在改革后的安理会获得常任理事国席位的愿望。

In addition to its five permanent members, the council has 10 non-permanent seats. Japan, which has served as a non-permanent member 12 times, most recently for two years through 2024, has long expressed its desire for a permanent seat on a reformed security council.
