第19届国际信息安全与密码学会议（ISC 2026）将于下月在土耳其首都举行，旨在展示该国在网络战方面的能力与水平，同时会议小组将讨论电子战的新进展及相关风险。
The 19th edition of the International Information Security and Cryptology Conference (ISC 2026) will be held next month in the Turkish capital to demonstrate the country’s capabilities and competency in cyber warfare, while panels will discuss new developments in electronic warfare and related risks.
自2007年起每年举办一次，今年的活动将由非营利组织信息安全协会与土耳其网络安全局联合举办，于10月20日至21日以“新世界秩序下的网络战”为主题汇聚各方参与者。
Organized annually since 2007, this year’s event will be held in collaboration between the nonprofit Information Security Association and Türkiye’s Cyber Security Directorate, gathering participants under the title of “Cyber Wars in the New World Order” on Oct. 20-21.
此次会议还将涵盖网络韧性与威慑、平台网络安全以及全球竞争中的网络间谍活动等子议题。
The conference will also encompass the sub-themes of cyber resilience and deterrence, platform cybersecurity, and cyber espionage in global competition.
在为期两天的活动中，学者和专家还将探讨国防工业和人工智能（AI）领域的新变化。
New changes in the defense industry and artificial intelligence (AI) will also be addressed by academics and experts over the two-day event.
信息安全协会主席穆斯塔法·阿尔坎（Mustafa Alkan）表示，该会议一直是一个分享信息安全领域科学与工业研究，并促进大学、公共部门和工业界之间合作的平台。“我们今年选择将网络战作为我们的主题，”他说。
Mustafa Alkan, president of the Information Security Association, stated that the conference has served as a platform to share scientific and industrial research in information security and foster collaborations between universities, the public sector, and industry. “We’ve chosen cyber warfare this year as our main theme,” he said.
阿尔坎补充道：“传统战争和常规武器的时代已经结束，取而代之的是网络战，这使得网络安全成为国防和进攻能力的关键。”
“The era of traditional warfare and conventional weapons has come to an end, having been replaced by cyberwars, which rendered cybersecurity key in national defense and offensive capabilities,” Alkan added.
阿尔坎指出，由于网络战具有持续性和不间断的特点，它是确保安全“最具挑战性的领域”。
Alkan stated that cyber warfare is “the most challenging arena” to ensure security in due to its continuous and non-stop nature.
“网络武器的来源、目标范围、影响和潜在后果都是未知的，这使得网络战比传统战争更具挑战性，”他说。
“The source, target range, impact, and potential consequences of cyber weapons are unknown, which make cyberwars much more challenging than traditional wars,” he said.
阿尔坎强调：“我们的目标是在此次活动中突显土耳其的能力，并将新出现的风险和威胁置于前沿位置。”
“We aim to highlight Türkiye’s capabilities and bring the emerging risks and threats to the forefront at the event,” Alkan noted.
会议第一天将举行会谈，以确定必要的举措、项目、政策和战略，第二天将展示提交给会议的学术论文。
The conference will involve talks to determine the necessary initiatives, projects, policies, and strategies on its first day, while the second day will have presentations of academic papers submitted to the event.
阿尔坎表示：“会议旨在帮助人们内化信息安全、密码学及相关领域的概念，这些对我们国家至关重要。”
“The conference aims to help people internalize the concepts of information security, cryptology, and related fields, all crucial for our country,” Alkan said.
他指出，该活动有助于科学研究的发展，促进机构和部门间的合作，并助力网络安全人才培养。阿尔坎补充说，会议面向所有人开放，免费参会。
He noted that the event contributes to the growth of scientific research, fosters collaboration between institutions and sectors, and aids the development of cybersecurity human resources. Alkan added that the conference is open to everyone and is free to attend.
作为会议的一部分，将在七个类别中颁发杰出服务奖，表彰在该领域服务的个人、机构和组织。
Outstanding service awards will be presented in seven categories to individuals, institutions, and organizations serving in the field as part of the conference.
会议将得到土耳其交通和基础设施部、工业和技术部、国防工业局（SSB）、信息和通信技术局、加济大学、中东技术大学（METU）、伊斯坦布尔技术大学（ITU）、TOBB经济技术大学、国家情报学院、安卡拉大学、哈切特佩大学和IEEE土耳其分会的支持。
The conference will be supported by the Turkish Transport and Infrastructure Ministry, the Industry and Technology Ministry, the Defense Industries Agency (SSB), the Information and Communications Technologies Authority, Gazi University, Middle East Technical University (METU), Istanbul Technical University (ITU), TOBB University of Economics and Technology, the National Intelligence Academy, Ankara University, Hacettepe University, and IEEE Türkiye.
注册申请通过阿尔坎补充说，去年有近3000名来自公共和私营部门的人员报名参加会议，约2000人出席，组织者预计今年也将迎来高出席率。
Registration applications are handled via Alkan added that nearly 3,000 people from the public and private sectorsed for last year’s conference, with around 2,000 attendees, and that organizers expect high attendance again this year.
