越南开始对精神科工作人员涉嫌欺诈进行大规模审判Vietnam begins mass trial of psychiatric staff for alleged fraud

胡志明市——越南周一对65名医务人员、患者及其他被告开启大规模审判,指控他们涉嫌参与一项贿赂换取虚假精神病诊断以减轻刑期的计划。

HO CHI MINH CITY -- Vietnam on Monday began a mass trial of 65 medical staff, patients and other defendants over an alleged scheme in which convicts are said to have paid bribes for fake psychiatric diagnoses that would lessen their sentences.

官方媒体报道称,48名被告为中央司法精神鉴定中心的医生、护士、主任及看守。其他被告包括北部山区司法精神鉴定中心的工作人员。案件在河内市人民法院审理。

State media reported that 48 of the defendants are doctors, nurses, directors and guards working at the Central Institute of Psychiatric Forensics. Others charged include staff at the Psychiatric Forensics Center of the Northern Mountainous Region. The case is being tried at Hanoi People's Court.

警方指控,相关人员实施“非法干预”,伪造精神疾病鉴定报告,使犯罪嫌疑人“利用强制医疗逃避刑事责任并继续实施犯罪行为”。被告面临受贿、滥用职权及非法使用毒品等指控。

Employees made "illegal interventions," forging reports of mental illnesses so suspects could "take advantage of mandatory treatment to evade criminal responsibility and continue to commit criminal acts," police alleged. The defendants face charges including bribery, abuse of power and illegal drug use.

近年来,越南开展大规模反腐行动。观察人士称,该行动在2024年前后达到高潮,当时国家主席阮春福和武文赏因政府官员涉嫌腐败相继辞职。同年,越南法院因重大贪污案判处房地产大亨张美兰死刑。然而,越南去年废除了包括贪污在内的数项罪名的死刑,张美兰的刑罚可能减为无期徒刑。

Vietnam has engaged in a sweeping crackdown on corruption in recent years. Observers say the campaign peaked around 2024 after two presidents, Nguyen Xuan Phuc and Vo Van Thuong, stepped down amid a series of corruption allegations against government officials. That same year, a Vietnamese court sentenced real estate mogul Truong My Lan to death over a major embezzlement case. Lan's sentence may be commuted to life imprisonment, however, after Vietnam last year abolished the death penalty for several crimes, including embezzlement.

反腐行动也导致多名医疗卫生系统人员获刑,最引人注目的案件牵涉一名在新冠疫情期间任职的前卫生部长。

The crackdown on graft has also resulted in multiple prison sentences for people working in health care, with the most high-profile case implicating a former health minister who served during the COVID-19 pandemic.

While mass trials are not uncommon in Vietnam, this week's case appears to be the largest involving the alleged sale of fraudulent psychiatric diagnoses.

国家监察机关表示,该案嫌疑人还包括警察、贿赂中介以及在精神卫生设施内贩卖毒品的毒贩。据怀疑,患者可自由进出这些设施。警方称,在调查期间,他们去年曾对一家设施进行点名,发现22人不在场,而他们本应接受法院强制治疗。警方称,他们查获的物品包括现金、房产证、冰毒、手表和手机。

Suspects in the case also include police, brokers for the bribes and drug dealers who sold their products while at mental health facilities, the state inspectorate said. Patients were suspected of entering and leaving the facilities freely. During their investigation, police said they did a roll call at a facility last year, finding 22 people were absent when they were supposed to be receiving court-ordered treatment. Police said they seized items including cash, real estate deeds, methamphetamine, watches and phones.

执政的共产党机关报《人民报》表示,被告使用了“复杂”和“狡猾的伎俩”,应受到惩处以儆效尤。

The ruling Communist Party newspaper Nhan Dan said the defendants used "complex" and "cunning tricks," and should be penalized to deter others.

越南去年在国际透明组织的清廉指数(CPI)排名中位列第81位。其CPI排名近年来有所改善;目前略低于东帝汶和中国,但高于印度尼西亚、泰国和菲律宾。

Vietnam last year ranked 81st in Transparency International's Corruption Perceptions Index (CPI) rankings. Its CPI ranking has improved over the past few years; it now places slightly below East Timor and China, but higher than Indonesia, Thailand and the Philippines.
