MOSCOW, Sept 28 - The Kremlin said on Monday that arms control talks between Russia and the United States were long overdue and that lengthy and careful negotiations would be needed when they did resume.
克里姆林宫发言人德米特里·佩斯科夫对记者说：“这是一个如此复杂的问题，需要非常漫长、艰辛的专家谈判。”他表示，此类谈判本应“昨天”就重启。俄罗斯多次表示希望恢复严重恶化的对美关系，但乌克兰冲突的分歧迄今阻碍了有意义的关系重置。
"This is such a complex issue that it requires very lengthy, painstaking expert negotiations," Kremlin spokesman Dmitry Peskov told reporters, who said such talks should have restarted "yesterday." Russia has repeatedly said it would like to restore badly degraded ties with the US, but differences over the conflict in Ukraine have so far prevented a meaningful reset in relations.
