亚洲基础设施投资银行(AIIB)计划到2030年将其年度融资规模增加一倍,达到约200亿美元。该行行长周一表示,这家总部位于北京的多边金融机构正步入第二个发展十年。
The Asian Infrastructure Investment Bank (AIIB) plans to double its annual financing to about US$20 billion by 2030 as the Beijing-headquartered multilateral lender enters its second decade, its president said on Monday.
在卡塔尔多哈举行的第11届年会上宣布这一目标的AIIB行长邹家仪表示,成员国普遍表达了对于更多项目资金的强烈需求。
Announcing the target at the opening of the bank’s 11th annual meeting in Doha, Qatar, AIIB President Zou Jiayi said member economies had voiced a “remarkably consistent” need for greater project funding.
“他们需要更多的基础设施以及相应的融资来建设这些基础设施,”邹家仪在新闻发布会上对记者说,并补充称自上任以来她已访问了约30个成员国。
“They need more infrastructure and more financing to build it,” Zou told reporters at a press conference, adding that she had visited about 30 member countries since taking office.
作为中国前财政部副部长,邹家仪认为成员国越来越将现代基础设施视为一种能够长期推动经济发展的“变革力量”,而不仅仅是一种物理资产。
Zou, a former vice-minister of finance in China, said member states increasingly viewed modern infrastructure as a “force of transformation” that could strengthen their economies over the long term rather than simply as physical assets.
根据其政策规划,AIIB将把资金投向那些旨在提升人民生活水平的领域,包括气候适应能力、可再生能源、数字化转型、区域互联互通以及环境保护与发展项目。
Under its policy road map, the AIIB said it would channel funding towards projects focused on climate resilience, renewable energy, digital transformation, regional connectivity, conservation and development aimed at improving people’s lives.
为指导下一阶段的发展,邹家仪提出了一个以“三个I”(Impact、Innovation和Integrity,即影响力、创新与诚信)为核心的框架。她表示,实际操作中将重点关注项目质量与气候保护措施,同时调整银行的金融工具和商业模式,并保持高标准的银行业务运营。
To guide its next phase, Zou outlined a framework centred on what she called the “triple I’s”: impact, innovation and integrity. In practical terms, the focus would be on project quality and climate action, adapting the bank’s financial instruments and business models as well as maintaining high banking standards, she said.
不过她也警告称,要解决亚洲巨大的基础设施融资缺口,仅靠政府的力量是不够的。邹家仪指出:“基础设施建设的需求过于庞大,任何单一机构或公共财政都无法独自承担全部资金需求。”因此,AIIB需要吸引更多私人投资,并与其他多边及双边机构深化合作,共同为相关项目提供资金支持。
But she cautioned that addressing Asia’s vast infrastructure funding shortfall would require more resources than governments alone could provide. Infrastructure needs were “too large for any single institution or public balance sheet to meet alone”, Zou said, adding that the lender would need to attract more private investment and deepen partnerships with other multilateral and bilateral institutions to fund projects together.

The AIIB began operations in 2016 and has sought to support sustainable development across Asia and beyond. It was initially seen as a potential rival to Western-dominated financial institutions like the World Bank and the Asian Development Bank.

During its first decade, the bank expanded its approved membership to 111 economies and approved more than US$79 billion in financing for 400 projects while maintaining AAA credit ratings from major global agencies. Turning to the future, Zou pointed out that traditional sectors such as roads, railways, ports and airports were becoming increasingly integrated with digital technology and artificial intelligence.

She called for universal access to AI capabilities, saying the technology should “serve the benefit of all, not just a few”. Achieving that goal would require foundational investments in national data infrastructure, she added.

Zou also highlighted the urgency of building climate adaptation measures into projects, citing the recent deadly floods in Nepal as a reminder that preparing for climate impacts was as critical as reducing carbon emissions.

Despite differing geopolitical perspectives among its broad international membership, Zou reaffirmed the bank’s reliance on consensus building and dialogue. Multilateralism was “a form of infrastructure – the infrastructure for building trust”, she said, reiterating that international consensus had to prioritise economic development.
