Hong Kong is bracing for a surge of mainland Chinese visitors to its eco-sensitive areas during the National Day “golden week” holiday, as strong interest in countryside attractions raises questions over whether the city can absorb crowds without overwhelming popular sites.

A review of discussions on Chinese social media platform RedNote on Monday by the South China Morning Post found Po Pin Chau, famed for its dramatic volcanic rock columns, among the most talked-about sightseeing spots, alongside Cheung Chau, Sai Kung and emerging sites such as Wong Mau Chau – one of the city’s official coral zones.

Greenpeace Hong Kong campaigner Ha Shun-kuen said the government’s new reservation system for the Po Pin Chau section of the High Island Geo Trail had helped regulate visitor numbers but warned that other Sai Kung hotspots remained vulnerable.
夏舜权说：“我们担心，如果政府只在破边洲实行预约制，却忽视了对其他郊野热门景点的管理措施，将会给整个郊野公园带来巨大的压力。”
“We are concerned that if the government only has a reservation system for Po Pin Chau but neglects management measures at other countryside hotspots, it will put considerable pressure on the country parks as a whole,” Ha said.

Ha pointed to Ham Tin Wan, Sai Wan and Long Ke Wan, which had experienced overcrowding and environmental damage during previous holiday periods, and called for a broader ecotourism framework rather than relying on temporary patrols and clean-ups.

Greenpeace visited Po Pin Chau on September 26 and found the viewing platform and narrow sections of the trail crowded even though only about 1,200 people entered that day, well below the daily cap of 2,000, Ha said. The group also observed littering and damage to the trail.

The Po Pin Chau booking system, introduced earlier this month, limits entry to 2,000 people per day across four two-hour time slots on weekends and specific holidays.

Ha urged authorities to lower the limit, repair damaged sections and consider temporary or seasonal closures where necessary.

Sai Kung district councillor Christine Fong Kwok-shan said crowd management had improved over successive holiday periods, citing better traffic controls and promotion of the reservation scheme and “take your litter home” messages. She said Man Yee Road remained a traffic bottleneck, with sections beyond the West Dam narrowing to a single-lane two-way road and relying on passing places that taxi and minibus operators considered insufficient.

Timothy Chui Ting-pong, executive director of the Hong Kong Tourism Association, dismissed concerns that the city faced the risk of overtourism during the holiday, saying the expected 1.29 million mainland arrivals represented only about 2.4 per cent of the projected 53 million visitors for the year.

“There is no overtourism this time … there is no reason we cannot welcome this number across seven days,” Chui said, arguing that Hong Kong had handled close to 50 million visitors last year without reaching its overall tourism capacity. He said crowding was mainly concentrated in traditional tourist districts and individual attractions rather than reflecting a citywide problem.

“Some places may be crowded, such as Tsim Sha Tsui, but it is normal for core tourist areas to have more people,” he said, adding that many districts were still hoping to attract visitors to support their local economies.

Chui said he was also not concerned about pressure on popular countryside sites, pointing to crowd-control measures at the East Dam and Po Pin Chau that had already helped reduce visitor flow.
