Photograph: George Chan/AAP A former Labor councillor under investigation for allegedly blackmailing and illegally surveilling a Sydney mayor made jokes about spy equipment and the song Every Breath You Take, an anti-corruption inquiry has heard.

Sharangan Maheswaran told the Independent Commission Against Corruption (Icac) on Tuesday that he hired a private investigator to surveil Matthew Blackmore in 2022, with the investigator taking photographs and later audio recordings of the former mayor.

Icac has heard that Blackmore had gone back on a deal, made with Maheswaran and another Labor councillor, to resign as mayor of Strathfield. Blackmore resigned in early 2023, and was replaced by the other councillor, Karen Pensabene.

Sign up for the Breaking News Australia The commission has heard that Maheswaran – who at the time of the surveillance was also a lawyer to now-fugitive developer Jean Nassif and an executive at his Toplace business – invoiced the company $134,000 for surveillance on Blackmore between November 2022 and January 2023.

Blackmore is not accused of any wrongdoing and has not been named as a person of interest by Icac.

Maheswaran has denied any wrongdoing, while Pensabene has been released from her summons to appear before the commission for medical reasons.

The friend then sent him a link to a website which sells CCTV and surveillance equipment, the inquiry heard.

Dwyer asked Maheswaran if he was saying that De Kauwe was “either incorrect or misleading the tribunal”.

On Friday, the commission also heard that Maheswaran and Pensabene consulted tarot cards as they discussed forcing Blackmore out of the role. On Tuesday, Maheswaran was taken to a message he wrote to Pensabene in November 2022, in which he wrote: “If he hands mayor over, I’m still going to get him.”He accepted Dwyer’s suggestion that his dislike of Blackmore “had obviously developed to the point that you were intending to cause him damage at that stage, regardless of whether he handed over the mayoralty”.
