By Azman Usmani India’s national capital, Delhi, is rolling out a strategy to tackle winter air pollution weeks before the arrival of seasonal smog, including construction curbs and work-from-home rules for workers as it shifts from abrupt emergency shutdowns to planned restrictions.

这些措施将于11月1日生效,包括禁止产生扬尘的施工作业、50%的居家办公规定,以及限制车龄较长、污染较重的车辆在德里以外地区行驶。德里还将把停车费提高一倍,并加大对无有效污染证书车辆的执法力度。相关措施将持续至明年1月。

The measures, which take effect Nov. 1, include a ban on dust-generating construction, 50% work-from-home rules and restrictions on older, more polluting vehiclesed outside Delhi. The city will also double parking fees and step up enforcement against vehicles without valid pollution certificates. The measures will run through January.

India’s Environment Minister Bhupender Yadav and Delhi Chief Minister Rekha Gupta met on Monday to review preparations and finalize measures under the city’s permanent Winter Pollution Master Plan, according to a govenrment statement.

Every winter, falling temperatures trap vehicle exhaust, industrial emissions, and crop-burning smoke over the national capital region, pushing Delhi into the ranks of the world’s most polluted major cities. The World Bank warns that severe air pollution deters foreign investment and skilled talent.

The move highlights the mounting toll of toxic air on South Asia’s largest economy. Air pollution contributes to about two million deaths annually and cuts Delhi residents’ life expectancy by eight years, according to a University of Chicago research. Studies have estimated the economic cost at as much as 6% of GDP.

The fixed calendar aims to give residents and businesses more notice than the existing Graded Response Action Plan, which imposes curbs as pollution worsens. The earlier approach of tackling toxic air routinely forced sudden construction halts, traffic curbs, and unexpected operational shifts for businesses with little advance notice.

Experts say the measures may not be enough to tackle some of the main causes of Delhi’s winter pollution. The plan largely consolidates existing restrictions and focuses on controlling larger particulate matter, known as PM10, rather than PM2.5, the tiny particles from sources such as vehicle exhaust and burning fuels that pose a greater health risk, said Manoj Kumar, ananalyst at the Centre for Research on Energy and Clean Air.

“While pre-setting dates gives the government buffer time, implementation is what matters—and this plan still has a lot of gaps,” Kumar said.

Ahead of the rollout, the government has directed officials to review 37 pollution hotspots, finish road repairs, and deploy AI-enab;eding by mid-October.
