什么陷阱?美中关系表明冲突远非不可避免What trap? US-China relations show conflict is far from inevitable

十年来,外交政策圈一直将美中之间的战争视为一种近乎宿命的存在。这一理论借用了古希腊的一个时髦术语:“修昔底德陷阱”——即崛起大国与守成大国注定会发生冲突,就像两辆重型卡车汇入同一条车道,结局往往不妙。

For a decade, foreign policy circles have treated war between the United States and China as something close to destiny. The theory has a fancy, fashionable name borrowed from ancient Greece: the “Thucydides Trap” – the idea that a rising power and an established one are fated to collide, the way two articulated lorries merging into a single lane rarely ends well.

这个术语在美中关系的评论中被广泛使用。无论实际发生了什么,摩擦都被归结为“不可避免”。但如果仔细观察两国政府的实际行为,而非仅仅听信评论员的描述,情况则大不相同。目前,双方都在选择一种外交上的“变道打灯”策略。

The term is widely used in commentaries on US-China relations. Frictions get written off as “inevitable” regardless of what actually happened. But a closer look at how the two governments behave, not just how pundits describe them, tells a different story. Both sides are, for now, choosing the diplomatic equivalent of indicating before they change lanes.

Any analysis about power transition has to start with power itself, so here is where the two superpowers stand at the moment. By market exchange rates, the US economy was worth about US$30.6 trillion in 2025 against China’s US$19.4 trillion, putting China’s economy at roughly 63 per cent of the size of the US.

中国制造业增加值已连续16年位居世界第一,2025年达到34.7万亿元人民币(约5.2万亿美元),这是一个美国即便想复制也难以企及的工业基础。2025年,中国的研发支出超过3.9万亿元人民币,在可再生能源、人工智能、电动汽车和机器人领域优势明显。

China has led the world in manufacturing value added for 16 straight years, hitting 34.7 trillion yuan (US$5.2 trillion) in 2025, an industrial base that the US would struggle to replicate even if it wanted to. China’s research and development spending passed 3.9 trillion yuan in 2025, with strengths in renewable energy, artificial intelligence, electric vehicles and robotics.

就美国而言,它在几个中国难以轻易匹敌的领域仍握有王牌:美元的储备货币地位、深厚的基础科学底蕴、全球盟友网络,以及在全球任何地点投射军事力量的能力。

For its part, the US still holds the cards in several areas that China cannot easily match: the US dollar’s reserve currency status, deep basic science, a global network of allies and the ability to project military power anywhere on Earth.

This is not a story of one power overtaking the other. This is two heavyweights circling each other, neither able to land a knockout blow. There are three reasons the US-China rivalry might not end in war and tragedy. First, the guard rails still hold. Nuclear deterrence, tangled global supply chains and shared problems such as climate change and public health form a kind of ballast keeping both ships upright. Regular summits between the two countries’ leaders are not mere photo ops. They are how great powers check their assumptions before a small miscalculation turns into a large one.

其次,美国的实际行动可能与其言辞相比更为谨慎。美国对中国的政策往往更像是在选举周期内产生的临时性主张,而非经过深思熟虑的长期战略。极端的党派分歧、国会内部的僵局,以及联邦政府与地方政府之间的权力冲突,都使得美国难以在任期内始终维持对中国的统一立场。

Second, Washington’s bark might be worse than its bite. US policy on China often looks less like grand strategy and more like a barroom argument that resets every election cycle. Extreme partisanship, congressional gridlock and the tussle between state and federal power all make it hard for the US to sustain one consistent approach to China for longer than one electoral term.

虽然对中国的强硬立场在竞选活动中可能具有吸引力,但口号并不能替代真正的战略;而且,新的政府上台后,那些竞选口号往往很快就会被抛弃。

Taking a hard line on China might play well on the campaign trail. However, a slogan is not a strategy, and slogans rarely survive contact with a change of administration.

第三,中美关系远非全球摩擦的唯一来源。在唐纳德·特朗普执政期间,美国经常与其盟友发生冲突,其中一些分歧的激烈程度丝毫不亚于中美之间的矛盾。事实上,当拥有不同利益的大型经济体共享同一个地球时,摩擦是不可避免的;但这并不意味着战争就会随之爆发。

Third, the US-China relationship is far from the only source of global friction. Under US President Donald Trump, Washington has often been at loggerheads with its own allies. Some of these disagreements have been every bit as bitter as anything between the US and China. As it turns out, friction is simply what happens when large economies with different interests share a planet. It does not herald a war on its own.

或许更值得关注的变化是:中国已经不再仅仅被动回应美国的行动,而是开始主动尝试塑造全球议程。这一转变基于三个关键因素:首先是中国强大的经济实力。中国拥有世界上最完备的工业供应链,每年双边贸易额超过6000亿美元,这使得双方都有充分的理由避免彻底决裂(尽管在竞选演讲中提出“脱钩”主张可能听起来很有吸引力)。中国仍然是美国在北美以外的最大贸易伙伴。

Perhaps the more significant shift is that China has stopped merely responding to the moves the US makes and started trying to shape the global agenda itself. That shift rests on three foundations. The first is economic gravity. China runs the world’s most complete industrial supply chain. More than US$600 billion in annual bilateral goods trade gives both sides real reasons to avoid a clean break, however tempting decoupling might sound in a campaign speech. China remains the largest trading partner the US has outside North America.

第二点是一套一贯的策略:在主权问题上绝不妥协,在科技和产业领域展开公开竞争,并在气候变化和粮食安全等共同问题上进行务实合作。这种分层处理的方法,避免了每当出现新争端时,双边关系就陷入零和博弈的崩溃局面。

The second is a consistent playbook: no compromise on sovereignty, open competition on technology and industry, and practical cooperation on shared problems such as climate change and food security. That tiered approach stops the relationship collapsing into a zero-sum fight every time a new dispute appears.

第三点是一个更广阔的舞台。随着金砖国家集团的扩大、上海合作组织的深化以及“全球南方”联系的加强,美中关系已不再仅仅是两个参与者的博弈。世界上的大多数国家都不愿被迫选边站队,而这种不情愿本身就对北京和华盛顿形成了一种制约。

The third is a wider stage. With the Brics bloc of developing economies expanding, the Shanghai Cooperation Organisation deepening and Global South ties growing, the US-China relationship is no longer just a two-player game. Much of the rest of the world would rather not be forced to choose a side, and that reluctance is itself a brake on both Beijing and Washington.

但这并不意味着危险已经过去。美中政策的强硬立场短期内没有缓和的迹象。台湾海峡或南海发生的一起单一事件,仍可能在一夜之间颠覆双边关系。

None of this means the danger has passed. The hard edge of US-China policy shows no sign of softening soon. A single incident in the Taiwan Strait or the South China Sea could still upend the relationship overnight.

逃避“修昔底德陷阱”从来不意味着竞争的终结。它意味着建立足够稳固的规则,将竞争限制在和平的轨道内,并彻底排除军事冲突的可能性。

Escaping the Thucydides Trap was never going to mean the end of competition. It means building rules sturdy enough to keep that competition within a peaceful lane and keeping military conflict off the table altogether.

斯巴达和雅典从未需要担心核武器、全球供应链或共同的气候危机。借用它们的故事来预测21世纪,就像用马车的操作手册来修理特斯拉一样。它或许包含一丝智慧,但并不能让你走得太远。

Sparta and Athens never had to worry about nuclear weapons, global supply chains or a shared climate crisis. Borrowing their story to predict the 21st century is like using a horse-drawn buggy manual to help fix a Tesla. It might contain a grain of wisdom, but it will not get you very far.

Whether China and the US can build a genuine peaceful coexistence is not a private matter between two capitals. It will help decide the shape of global stability for decades. Power does not have to change hands at the point of a sword. In an interdependent world, two great powers can still work out how to share the stage. By Wang Wen
