欧盟外交政策负责人卡娅·卡拉斯周二表示,欧盟正寻求深化与大马士革的关系,并增加对叙利亚的投资。
The European Union is seeking to deepen ties with Damascus and increase investment in Syria, EU foreign policy chief Kaja Kallas said on Tuesday.
她此次访问叙利亚期间,在大马士革的提什林宫与叙利亚外长阿萨德·沙伊巴尼共同举行新闻发布会。
Her remarks came during a joint news conference with Syrian Foreign Minister Asaad al-Shaibani at Tishreen Palace in Damascus during her visit to Syria.
卡拉斯说:“我们的目标是动员更多投资,并提升我们的伙伴关系。”她指出,叙利亚的转型“对欧盟集团而言意义重大”。
“We aim to mobilize even more investment and upgrade our partnership,” Kallas said, noting that Syria’s transition “matters greatly” for the bloc.
她说:“欧盟正在运用其政治和经济工具,帮助叙利亚走上包容且和平的转型之路。”卡拉斯表示,她提议今年就政治和安全问题、复苏与重建举行技术会谈,并在明年夏天前举行高级别政治对话。
“The European Union is using its political and economic tools to help Syria on the path of inclusive and peaceful transition.”Kallas said she proposed technical talks this year on political and security issues, recovery and reconstruction, followed by a high-level political dialogue before next summer.
她表示,欧盟将提供6.2亿欧元,用于叙利亚的复苏、人道主义需求和制度建设,并将提供5150万欧元用于包括排雷在内的相关工作。
She said the EU is providing €620 million for recovery, humanitarian needs and institution-building, as well as €51.5 million for related efforts, including mine clearance.
卡拉斯强调,重建叙利亚需要安全保障、明确规则、正常运转的机构以及投资;欧盟愿意帮助加强叙利亚的各项机构。她还指出,周二在大马士革举行的讨论还涉及更广泛的地区问题。
Kallas stressed that rebuilding Syria requires security, clear rules, functioning institutions and investment, adding that the EU is ready to help strengthen Syrian institutions. Tuesday’s discussions in Damascus also addressed wider regional issues, she added.
卡拉斯此次访问大马士革是在她日前于纽约出席联合国大会第81届会议期间会见沙伊巴尼之后进行的。此次会见是叙利亚外长与国际官员举行的一系列会议的一部分。
Kallas’ visit to Damascus comes days after she met al-Shaibani in New York on the sidelines of the 81st session of the UN General Assembly, as part of a series of meetings the Syrian foreign minister held with international officials.

The European Union has recently expanded its diplomatic presence in Syria and sent an ambassador to Damascus after a 14-year absence.

Relations between the two sides have seen a positive shift since the fall of the Bashar al-Assad regime in December 2024, including increased political engagement and the EU’s lifting of economic sanctions on Syria in May 2025.
