It was one of the most devastating episodes in a war with many such moments. In the early afternoon of October 31, 2023, an Israeli airstrike on the city of Jabaliya, northern Gaza, instantly destroyed an entire neighborhood. At least 126 Palestinians, including 68 children, were killed on the spot and 280 others were wounded after a strike the Israeli military itself described as "wide-scale." Footage released after the attack showed the area had been almost completely annihilated.

The intended target was Ibrahim Biari, the commander of a Hamas battalion in Jabaliya, who was hiding in one of the many reinforced concrete tunnels used by the Palestinian Islamist organization. Speaking under strict conditions of anonymity, an Israeli soldier described how the army struck the area, fully aware of the likely damage. "Regarding high-ranking Hamas officers, they were allowed several hundred victims of collateral damage for a single attack," the source told Le Monde and several international media outlets.

[The authorities] understood that if they didn't take the unit leader down, then there wasn't any way to conquer the place," continued the soldier, whose account was first collected by Breaking the Silence, an Israeli NGO of veterans that has been gathering and verifying soldiers' testimonies for more than 20 years.
