Kazakh President Kassym-Jomart Tokayev on Tuesday called for a freeze in hostilities in Ukraine to facilitate a transition to negotiations.
托卡耶夫在柏林与德国总理弗里德里希·默茨举行的新闻发布会上表示，在当前情况下立即结束战争可能并不现实。
Speaking at a news conference with German Chancellor Friedrich Merz in Berlin, Tokayev said an immediate end to the war may be unrealistic under current circumstances.
他表示，哈萨克斯坦一贯坚持遵守《联合国宪章》各项规定，维护所有国家领土完整的原则。
He said Kazakhstan has consistently maintained that it will adhere to the provisions of the UN Charter and uphold the principle of territorial integrity of all states.
“从一开始我们就说过，我也曾亲自说过，我们对乌克兰人民、他们的历史、文化、传统，当然还有乌克兰语言充满敬意。因此，我没有谈到立即结束战争，”他说。
“From the very beginning, we have said, and I have stated this myself, that we hold the Ukrainian people, their history, culture, traditions, and, of course, the Ukrainian language in high regard. Therefore, I did not speak of an immediate end to the war,” he said.
“我理解，在当前情况下，那可能是不现实的。我谈到的是冻结乌克兰领土上的敌对行动，以便利于向外交或其他形式的谈判进程转变，”他补充道。
“I understand that, under current circumstances, that would likely be unrealistic. I spoke of freezing hostilities within Ukraine’s territory to facilitate a shift toward a process of diplomatic or any other form of negotiations,” he added.
托卡耶夫曾在7月发出过类似的呼吁，他表示感谢俄罗斯总统弗拉基米尔·普京理解他的立场，并形容他是“一位杰出的政治家”。“我和普京总统的关系非常好。可以说，我认为他是一位杰出的政治家，”他说。
Tokayev, who made a similar call in July, said he was grateful to Russian President Vladimir Putin for understanding his position, describing him as “an outstanding statesman.”“I have very good relations with President Putin. I consider him, one might say, an outstanding statesman,” he said.
托卡耶夫表示，在他看来，普京对于包括哈萨克斯坦在内的中亚地区，以及欧洲和更广泛的世界而言，是“最能被接受的政治人物”。
Tokayev said Putin was, in his view, “the most acceptable political figure” for Central Asia, including Kazakhstan, as well as Europe and the wider world.

“I know him very well, and he possesses the qualities essential for the leader of a major state. With a complex history and his own understanding of the strategic goals facing this country,” he said.
托卡耶夫表示，哈萨克斯坦将与俄罗斯和乌克兰保持友好关系，并提到了哈萨克斯坦与俄罗斯拥有漫长的边界以及国内存在大量俄罗斯族人口这一现状。
Tokayev said Kazakhstan would maintain friendly relations with both Russia and Ukraine, citing its long border with Russia and the presence of a large ethnic Russian population in Kazakhstan.
“无论乌克兰领土上发生什么，我们都会永远铭记，俄罗斯和乌克兰都是我们的好朋友，”他说。
“No matter what happens on the territory of Ukraine, we will always remember that both Russia and Ukraine are our good friends,” he said.
