The German government wants to prevent Chinese state-owned shipping company, Cosco, from acquiring the Hamburg-based transportation firm Konrad Zippel, citing significant security concerns, the Handelsblatt business newspaper reported Tuesday. It also warned of a risk of dependencies that could be used as leverage.

The Federal Ministry of Economics stated that the federal government is reviewing the acquisition of Zippel as part of a so-called investment review process, adding that the process is ongoing.

The ministry did not comment on the media report’s key assertion that the government opposes the acquisition.

The Konrad Zippel transportation company, meanwhile, stated in response to a press inquiry, “We have taken note of the federal government’s decision.”It said that business operations are continuing as usual. “The petitioner in the proceedings is Cosco. Questions regarding how to proceed in light of the decision should therefore be directed there.”Cosco declined to comment on the report when asked.

The Federal Cartel Office announced in February that from a competition perspective, Cosco was permitted to acquire 80% of Zippel’s shares. At the end of April, it became known that Germany’s domestic intelligence agency, the Federal Office for the Protection of the Constitution, had reservations about the acquisition.
