By Brian Platt Prime Minister Mark Carney said the Canadian unit of Cleveland-Cliffs Inc. “betrayed” workers by announcing a shutdown of some of its operations in Ontario and promised to pursue the company “to the full extent of the law.”The division, called Stelco, said Monday that it expects to indefinitely shutter its cold-rolled and coated operations at Hamilton Works, near Toronto, and cited the US tariffs as part of the cause. The shutdown will affect about 350 employees.

“We were very disappointed at this decision by Stelco,” Carney told reporters on Tuesday in Vancouver. He noted the federal government has given the company funding in the past. Stelco “has legal obligations for employment,” the prime minister said.

Carney made a point of noting that Lourenco Goncalves, Cleveland-Cliffs’ chief executive officer, “applauded” US President Donald Trump for implementing the tariffs that are now responsible for Stelco’s issues.

The Trump administration imposed 50% tariffs on foreign steel under Section 232 of the Trade Expansion Act last year. Canada has retaliated with its own duties on many US-made steel products.

In announcing the shutdown, Stelco described it as “an unfortunate but necessary action to help ensure the survival of Stelco in what has become a challenging and unsustainable market for cold-rolled and coated products caused by the ongoing and sustained trade disruptions impacting the Canadian steel industry,” according to a letter seen by Bloomberg.
