The Tokyo District Court on Wednesday dismissed a demand from a high-profile anime voice actor that TikTok remove videos he says feature an artificial intelligence clone of his voice but recognized voice as a protected right.

主审法官高桥彩(Aya Takahashi)指出,声音同样属于“公开权”(即名人控制并保护自己姓名、形象等个人资源所带来的商业利益的权利)的范畴。但她驳回了津田健二郎(Kenjiro Tsuda)的诉讼请求,理由是相关视频早已被删除。

While Presiding Judge Aya Takahashi ruled that voice is also subject to what is known as publicity rights — celebrities’ right to control and protect commercial gain from their identity, such as their name and image — she dismissed Kenjiro Tsuda’s demand, saying the videos had already been deleted.

As the use of AI to imitate the voices of actors and singers without permission becomes a growing global concern, the lawsuit was the first in Japan filed over a “voice rights” infringement using generative AI.

津田健二郎因在《咒术回战》(Jujutsu Kaisen)等热门动漫中的主演角色而广为人知。他于去年11月起诉了这家社交媒体平台运营商。

Tsuda, known for his starring roles in mega-franchises including “Jujutsu Kaisen,” sued the social media platform operator in November.

根据诉讼文件,2024年7月至2025年9月期间,有一个特定账户发布了共计188个由人工智能模仿津田声音制作的视频。该账户拥有约21万粉丝,每段视频的平均观看量约为147万次,因此视频创作者每月可赚取50万至75万日元(约合3100至7500美元)。许多观众表示,这些视频中的旁白听起来确实像津田本人的声音。

According to the legal complaint, a total of 188 videos narrated by a voice imitating Tsuda’s were posted from a specific account between July 2024 and September 2025. The account had some 210,000rs, and the average number of views for the videos was roughly 1.47 million per video, allowing the creator to earn between ¥500,000 ($3,100) and ¥750,000 a month. Many of thers commented that the narrations sounded like Tsuda.

原告方在庭审中表示,通过分析音频数据发现,津田独特的“深沉而富有韵味的嗓音”显然是由人工智能技术刻意模仿而成的。他们认为这种行为侵犯了津田的公开权,同时也违反了《反不正当竞争法》(该法律禁止未经授权使用他人身份信息进行商业宣传)。

The plaintiff’s team said during the trial that they concluded through an analysis of the voice data that Tsuda’s distinctive “deep and lustrous” voice was intentionally created by generative AI. They said the act constitutes an infringement on publicity rights and a violation of the unfair competition prevention law that prohibits the unauthorized use of product labels.

然而,平台运营商辩称,这些视频的发布者是让人工智能学习了他们朋友的声音,因此这些声音其实只是普通的男性声音而已。平台方还要求法院驳回诉讼,并指出相关账户及所有视频数据早已被删除。

The platform operator, however, argued that the person who posted the videos let generative AI learn their friend’s voice, and it is no more than a generic male voice. It also demanded that the complaint be dismissed, saying the account had already been deleted, along with the video data.

关于声音权的问题,司法部的专家小组于 8 月份发布了相关指导方针,指出声音与图像一样,应当受到著作权法的保护。

Regarding the issue of voice rights, the Justice Ministry’s panel of experts released guidelines in August stating that voices, like images, should be protected under publicity rights.
