Russia will not travel around the world seeking “handouts,” President Vladimir Putin said Wednesday.
普京在莫斯科新当选国家杜马第一次会议上发表讲话，敦促议员与政府密切合作，为俄罗斯进一步经济发展提供必要的立法基础。
Speaking at the first session of the newly elected State Duma in Moscow, Putin urged lawmakers to work closely with the government to provide the necessary legislative basis for Russia’s further economic development.
他说：“俄罗斯不像某些其他国家——我们不会指名道姓——不能伸着手在世界各地卑微地乞求施舍。”这显然是指乌克兰。
“Russia, unlike some others — we will not point fingers — cannot run around the world humiliatingly begging for handouts with an outstretched hand,” he said, in an apparent reference to Ukraine.
普京还表示，俄罗斯的金融体系和经济表现自信，并敦促官员在应对经济挑战时避免犯错。
Putin also said Russia’s financial system and economy were performing confidently, urging officials to avoid mistakes in addressing economic challenges.
他说：“俄罗斯的金融体系和经济感觉自信。最重要的是不要犯任何错误，并负责任地解决这些极其重要领域的任务。”乌克兰仍然严重依赖外部财政支持来支付其战时预算和国防需求。
“Russia’s financial system and economy feel confident. The main thing is not to make any mistakes and to approach the resolution of tasks in these extremely important areas responsibly,” he said. Ukraine remains heavily reliant on external financial support to cover its wartime budget and defense needs.

Kyiv has sought an additional $27 billion in funding for 2026, while the International Monetary Fund has said continued and predictable external support is essential to maintaining Ukraine’s macroeconomic stability and financing its budget.

The remarks came as the State Duma of the ninth convocation opened its first session Wednesday, following parliamentary elections held Sept. 18-20.
中央选举委员会表示，统一俄罗斯党赢得450个席位中的349席，共产党获得37席，自由民主党23席，新人党19席，公正俄罗斯党17席。祖国党赢得一席，独立候选人获得四席。选民投票率为59.8%。
The Central Election Commission said United Russia won 349 of the 450 seats, while the Communist Party took 37, the Liberal Democratic Party 23, New People 19 and A Just Russia 17. The Rodina party won one seat, while four went to independent candidates. Voter turnout was 59.8%.
维亚切斯拉夫·沃洛金在第一次会议上再次当选国家杜马主席，在442名参加投票的议员中获得406票。他自2016年以来一直担任下议院主席。
Vyacheslav Volodin was re-elected chairman of the State Duma at the first session, receiving 406 votes from 442 lawmakers who took part in the vote. He has headed the lower house since 2016.
