欧盟防务委员安德留斯·库比留斯周三表示，欧盟必须加强对被归咎于俄罗斯的“混合攻击”的回应。
The EU must strengthen its response to "hybrid attacks" attributed to Russia, European Commissioner for Defense Andrius Kubilius said Wednesday.
库比留斯在《欧洲新闻台》（Euronews）的国防与太空峰会上表示：“如果我们遭到俄罗斯的混合攻击，我们的回应应该像那次攻击一样令其痛苦。如何制造这种痛苦？这取决于我们。”库比留斯表示，欧洲应发展出针对混合战争的更强回应。
“If we are hit by Russian hybrid attacks, our answers should be as painful as that attack,” Kubilius told Euronews during its Defense and Space summit. “How can that pain be created? It’s up to us.”Kubilius said Europe should develop a stronger response to a hybrid war.
他说：“如果我们面临针对我们的混合战争，我们就需要拥有混合防御。”
“If we are facing hybrid war against us, we need to have hybrid defense,” he said.
库比留斯称，俄罗斯总统弗拉基米尔·普京正试图通过“占领人们的心灵”来影响欧洲公众舆论。他敦促各方加强沟通，并表示不应忽视核风险。
Kubilius said Russian President Vladimir Putin was seeking to influence European public opinion by “occupying the hearts and the minds of people.”He urged greater communication between the sides and said the nuclear risk should not be ignored.

Kubilius, however, argued that diplomatic efforts had so far failed to produce an outcome and could undermine Ukraine.

“Russians are standing with their position very clear: Ukraine needs to surrender -- that is their diplomacy position,” he said.

“Putin needs to understand that in the end he won’t achieve anything with this war,” he said, indicating that Putin should “feel that war is coming to Russia itself.”Kubilius also warned that opening a diplomatic track with Russia could encourage additional escalation and increase risks to European security.

“So, in my view, that doesn’t lead to anywhere which could make both Ukraine and the whole of Europe safe,” he said. “And that would be a victory for Putin, and we can expect what would come next.”
