Israel's Supreme Court is set to hold a hearing Thursday on petitions challenging decisions to bar Arab candidates and electoral lists from parliamentary elections scheduled for Oct. 27.
总部位于以色列的巴勒斯坦人权组织“Adalah”在一份声明中表示,由九名法官组成的法庭将审理这些涉及候选人资格取消的诉讼案件。
Adalah, a Palestinian human rights center based in Israel, said in a statement seen by Anadolu that a nine-judge panel would consider cases involving the disqualifications.
“取消所有阿拉伯政党参选资格的决定,以及取消国会议员Ofer Cassif和前国会议员Sami Abu Shehadeh参选资格的决定,都是毫无根据且具有歧视性的,”Adalah表示。
“The decisions to disqualify all Arab electoral lists, Knesset member Ofer Cassif and former Knesset member Sami Abu Shehadeh are unfounded and discriminatory,” Adalah said.
上周,以色列中央选举委员会投票决定取消“联合名单”(Joint List)、“阿拉伯联合名单”(United Arab List)的参选资格,同时取消Balad党主席Sami Abu Shehadeh以及来自该联合名单的议员Ofer Cassif的参选资格。
Last week, Israel’s Central Elections Committee voted to disqualify the Joint List, the United Arab List, Abu Shehadeh, head of the Balad party, and Cassif, a lawmaker from the Joint List.

Adalah said it submitted responses and appeals to the Supreme Court on Sept. 28 and 29 challenging the committee’s decisions to bar the candidates.

The center argued that the committee’s decisions disregarded binding Supreme Court precedents and relied on irrelevant evidence.

“The process is also discriminatory, as the committee disqualified all Arab lists while allowing far-right lists to participate despite extensive evidence of explicit incitement to violence against Palestinians,” it said.
该组织表示,如果这些决定得到维持,将意味着“为两种截然不同的、具有歧视性的选举行为提供司法上的合法性”。根据以色列的选举法规,取消个别候选人的参选资格必须经过最高法院的批准才能生效;而取消整个政党的参选资格则可以在法院提起诉讼前提出异议。
Adalah said upholding any of the decisions would “provide judicial cover for two separate and discriminatory tracks for exercising the right to vote and stand for election.”Under Israeli electoral rules, the disqualification of an individual candidate requires Supreme Court approval before taking effect, while decisions to disqualify an electoral list can be challenged before the court.

Israel’s Central Elections Committee is primarily a political body composed of representatives of parliamentary blocs in the outgoing Knesset.

Seats are allocated according to the size of the blocs’ representation, giving the governing coalition a majority on the committee. The committee currently has 34 members, according to Israeli newspaper Haaretz.
