The Commodity Futures Trading Commission (CFTC) launched an investigation into former Rep. Adam Kinzinger (R-Ill.) over Kalshi trades related to pardons issued by former President Biden.
The prediction market account — which was allegedly linked to the former lawmaker — made transactions between December 2024 and January 2025 concerning whether Kinzinger would receive a pardon, according to Politico, citing three people with knowledge of the matter.
Screenshots provided by Decrypt showed Kinzinger made $823 on “25 or so” trades and that he mostly lost money.
A Kalshi source told The Hill that the prediction market company reported the account and trades to the CFTC and described its investigation as “very routine.”The source continued, saying Kalshi attempted to contact Kinzinger multiple times over phone and email about the investigation and eventual notice to the CFTC.
Kinzinger told Politico he had never been contacted by the CFTC or Kalshi about the investigation.
The former Republican lawmaker was pardoned in early 2025 alongside the House panel that investigated the Jan. 6, 2021, attack on the Capitol. At the time, Biden said he issued the pardons to protect the public servants, who have all faced attacks from President Trump.
He left Congress in 2022 after choosing not to run for reelection to a seventh term. He was also one of 10 House Republicans to vote to impeach President Trump for his role in the Jan. 6, 2021, riot.
In a statement to Politico, Kinzinger said at the time of the trades he “had been out of office for two years, and had no inside information.”
“I had read [the] rules of Kalshi before making wagers, and general prohibitions were that you could not work for a source agency, … influence its outcome, or have non-public information about it,” he continued. “I felt confident in this because I had never had a conversation with anyone about [the pardons], much less anyone anywhere near the White House.”Kalshi has worked closely with the CFTC previously on other investigations tied to potential insider trading — notably flagging suspicious trades made by the president’s longtime teleprompter operator.
The company unveiled new guardrails in March to block politicians, athletes and other relevant individuals from trading in certain markets. Other policies included requiring users in some markets to share information about their employers.
Kalshi declined to comment, saying the investigation is ongoing. The CFTC did not respond immediately to The Hill’s request for comment.
