The partnership expects to launch as many as 50 low-Earth-orbit satellites annually from 2028, Nokia Chief Executive Officer Justin Hotard and Iceye CEO Rafal Modrzewski said in a joint interview. For governments, they’ll offer ground terminals and satellites designed to compliment land-based networks, keeping armed forces, first responders and ministries connected if there’s a disruption.

European governments are working to build up national satellite capabilities after relations with the US strained under President Donald Trump’s administration. The European Union said in August that it’s bulking up its IRIS² sovereign satellite plans, with the aim of creating a unified service that doesn’t rely on foreign providers.

The push comes after Elon Musk’s Starlink, which operates the biggest satellite communications constellation, said it could challenge US telecom operators by competing directly for their customers. Some of Nokia’s terrestrial carrier customers in the US and Europe began discussing a joint venture to bid for satellite spectrum in an upcoming auction, seeking to retain control over this emerging layer of connectivity.
