香港需要新的融资模式以吸引全球制药商投资:阿斯利康Hong Kong needs new funding model to draw investment from global drug makers: AstraZeneca

Hong Kong can attract more global biotech investments if the city builds up a new healthcare financial model, according to AstraZeneca, a Cambridge-based multinational pharmaceutical giant.

近年来,尽管全球制药公司都在加大对中国内地的投资力度,但阿斯利康在过去三年中仍将超过60项临床试验项目引入香港,并投入了超过2亿港元(约合2550万美元)。

While global drug makers have been doubling down on investments in mainland China in recent years, AstraZeneca brought over 60 clinical trials to the city and invested over HK$200 million (US$25.5 million) over the past three years.

Hong Kong was still a key research and development hub for the firm, David Fredrickson, executive vice-president of oncology business, said in an exclusive interview with the South China Morning Post.

“Hong Kong has great science and a modern regulatory system,” he said. “[It] now needs to make sure there’s modern funding to go along with that, then I think that is a very compelling opportunity to continue to attract research and development investment.”The “modern funding”, which could come from public dollars, is supposed to be able to help cancer patients access personalised medicine and cutting-edge treatments out of pocket, according to Fredrickson.

It comes as the world’s seventh-largest pharmaceutical company by market capitalisation is promoting the inclusion of lung cancer in the government-backed screening programmes in Hong Kong, a scheme that currently covers cervical cancer, colorectal and breast screenings since the launch in 2004.

Fredrickson highlighted the effect of early-stage detection for lung cancer treatment. If a patient is diagnosed early, like at stage 1, the five-year survival rate could be as high as 80 per cent, versus around 15 per cent for those who are diagnosed late at stage 4.

根据医院管理局的数据,2023年肺癌成为香港最常见的癌症类型,全年新增病例6,111例,死亡人数为3,880人。

Early screening is estimated to help patients save spending to enjoy quality life.

After low-dose computed tomography, a smoker needs US$14,122 per quality-adjusted life-year (QALY), while a high-risk non-smoker would spend US$9,610 per QALY, far lower than the pre-screening threshold of US$24,302 to US$40,202, according to Herbert Loong, associate professor in the department of clinical oncology of The Chinese University of Hong Kong.

In 2023, lung cancer was the most common and fatal cancer in Hong Kong, with 6,111 new cases and 3,880 deaths recorded in the year, data from the Hospital Authority showed.

“The Chief Executive of Hong Kong has made lung cancer screening a priority,” said the AstraZeneca executive, while calling for a concrete implementation plan with a strict deadline to deliver real outcomes for residents.

In a June briefing, the Cancer Coordinating Committee chaired by Lo Chung-mau, the Secretary for Health, mentioned that a local university had been commissioned to conduct a study for developing local lung cancer screening strategies.

Meanwhile, lung-focused screening schemes are available in about 11 regions globally, spanning from the UK to Canada to Taiwan. “There is growing global momentum to put resources behind lung cancer screening,” said Fredrickson.
