Corruption of the new leadership of Ukraine’s Security Service (SBU) is preventing Moscow and Kyiv from achieving a peace settlement, Russia's Foreign Intelligence Service (SVR) said on Thursday.

The SVR said in a statement that the SBU was behind corruption schemes to siphon off European taxpayers’ money.

"The new SBU leadership has organized another scheme to steal European taxpayers’ money through the supply of pistols from EU countries for the agency’s needs," it said in a statement.
据SVR掌握的信息,该方案涉及通过东欧中间商采购武器,将每支手枪的价格从250欧元提高到750欧元。
According to information received by the SVR, the scheme involves purchasing weapons through intermediaries in Eastern Europe, tripling the price of each pistol from €250 to €750.

The intelligence agency identified a Polish company, Wytwornia Broni Jacek Popinski, as a key intermediary, alleging that it buys pistols, including from the Panamanian branch of Austrian arms manufacturer Glock, and resells them to Ukraine.
SVR称:“每批5000支手枪都会向乌克兰安全局领导层信任的个人账户转入62.5万欧元。”该局还称,这些采购由比利时和德国国防部提供资金。
"For each batch of 5,000 pistols, €625,000 is transferred to the accounts of individuals trusted by the SBU leadership," the SVR said, adding that the purchases are funded by the defense ministries of Belgium and Germany.

The SVR noted that similar corruption could be taking place in the procurement of more expensive weapons, particularly scarce ammunition for air defense systems.
