ike a good propagandist working on the principle that two lies are better than one, Russia's foreign minister delivered a double falsehood at the United Nations on September 26. Europe, Sergei Lavrov said, is doing everything it can to thwart negotiations on Ukraine, unlike the United States. In short, "negotiations" with Washington would be advancing if they were not being sabotaged by European Union (EU) member states and the United Kingdom. The first claim, about Europe, is false, and so is the second, about the US. But this little monument of agitprop is highly revealing of the real objectives of Russia's war against Ukraine.
Russia could swear that it is still ready for peace talks. During the last week of September, at the United Nations Security Council, some of the wisest voices pleaded with Moscow: Stop the fighting! Finnish President Alexander Stubb noted that opening serious negotiations first required a ceasefire, even a "conditional" one, which Ukraine had accepted in principle. The same request came from all sides: the United States, the Global South and the Europeans. But Lavrov was very clear: no. Not yet, not now. No immediate ceasefire, whether in the daily shelling of Ukrainian cities or the fighting on the ground in the Donbas region, one of the main battlegrounds in southeastern Ukraine.
In essence, Lavrov said: don't count on us for a "pause" in the fighting; Ukraine must first hand over the remaining 20% of Donbas that the Russian army still cannot conquer. For those willing to pay attention, which is not the case for french presidential candidates Marine Le Pen or Jean-Luc Mélenchon, Lavrov's remarks did not deviate one bit from what Kremlin spokesperson Dmitry Peskov hammers home every day: no ceasefire, no freezing of the fighting along the line separating the two armies. The war must go on; talks will come later. First "surrender," then "negotiation." These are Moscow's words.
