By Akemi Terukina and Toru Fujioka Japan’s Economic Policy Minister Minoru Kiuchi declined to elaborate on remarks made by a government representative at the Bank of Japan’s latest policy meeting that appeared to urge caution over the pace of further interest rate hikes.

“I would like to refrain from commenting beyond what is stated in the Summary of Opinions,” Kiuchi told reporters in Tokyo on Friday, referring to a roundup of views expressed at the September policy board meeting that was released Thursday.

The summary showed that an unnamed Cabinet Office official — likely Kiuchi himself — said that it “may be necessary” for the central bank to take into consideration its estimates of the neutral interest rate going forward. The unusual suggestion by a government representative came as the BOJ raised its benchmark interest rate to 1.25%, lifting it into the BOJ’s estimated neutral range of between 1.1% and 2.5% for the first time.

The comment was interpreted by some investors as a call for caution. The yen weakened after the release of the summary as traders saw the remarks as potentially signaling political resistance to further normalization.

The statement also challenged an emerging market view that Takaichi’s government was becoming more accepting of BOJ normalization. While the prime minister has long been associated with support for monetary easing, cabinet ministers have recently made comments suggesting the government’s stance might be evolving.

Finance Minister Satsuki Katayama said Takaichi isn’t a reflationist, while Kiuchi said Japan no longer needs monetary easing. Those remarks aligned well with recent comments by US Treasury Secretary Scott Bessent, who called for Japan to move beyond reflationary policies.

Kiuchi qualified his earlier comments Friday, saying he meant that Japan no longer needs ultra-easy monetary policy tools such as the yield-curve control program that Governor Kazuo Ueda’s board ended in March 2024. Asked whether he believed more conventional monetary easing was still necessary, Kiuchi declined to comment.

“As I have said previously, I believe decisions on the specific conduct of monetary policy should be left to the Bank of Japan,” Kiuchi said.
