EU and British leaders will meet in Brussels on Nov. 20 for the second EU-UK summit, focusing on strengthening bilateral ties, security cooperation and shared regional and global challenges.

European Council President Antonio Costa and European Commission President Ursula von der Leyen will welcome British Prime Minister Andy Burnham to the Belgian capital for the summit, according to a statement by the Council.

The meeting will provide an opportunity for leaders to reinforce their strategic partnership and coordinate efforts to promote peace and security in Europe.

Discussions will review progress in bilateral relations since the first EU-UK summit, held in London on May 19, 2025, when both sides agreed on a strategic partnership and welcomed a renewed agenda for cooperation.
议程将包括国防与安全、能源、农食规则、气候、人文交流、移民和执法。领导人还预计将讨论双边关系的下一步发展，并处理双方共同关注的全球和地区问题。
The agenda will include defense and security, energy, agrifood rules, climate, people-to-people contacts, migration and law enforcement. Leaders are also expected to discuss the next steps in bilateral relations and address global and regional issues of mutual concern.

He added: “By deepening our cooperation, we can strengthen our ability to address the challenges of our time, strengthen our resilience and promote stability in Europe and beyond.”The EU and UK share common values, support multilateralism and a rules-based international order, and seek to promote stability and prosperity in Europe and worldwide. A joint declaration is expected to be issued at the end of the summit.

Following the UK’s withdrawal from the EU in 2020, relations have been governed by several agreements, including the Withdrawal Agreement, the Windsor Framework, the Trade and Cooperation Agreement and the agreement relating to Gibraltar.

Both sides have committed to ensuring the full, timely and faithful implementation of these agreements, which remain the cornerstone of EU-UK relations.
