TOKYO/SENDAI/AKITA, Japan -- Three local banks in northeastern Japan are set to begin discussions on a merger that would create the largest lender in the region, Nikkei has learned.

Aomori Michinoku Bank, Bank of Iwate and Akita Bank have combined assets of around 13 trillion yen ($82.5 billion). Together, they would surpass Miyagi prefecture-based 77 Bank, now the biggest lender in the Tohoku region at around 10 trillion yen in assets. The combined group would rank 11th among all Japanese regional banks. nouncement on the merger talks is expected as soon as Friday.

Tohoku is experiencing one of the fastest population declines in Japan, with dim prospects of growth in deposits or lending. Inheritances often flow out of the region and into big national banks or online accounts. Small and midsize corporate clients are declining, as business owners retire or struggle to make money.

Faced with a difficult business environment, the three banks will weigh joining forces to increase their scale and competitiveness.

The Bank of Japan's interest rate hikes have improved the outlook for lending margins. Demand for capital investment remains strong among big companies in urban areas, making deposits -- which support lending capacity -- more valuable.

At the same time, banks face the need to invest in growth areas like digital technologies, increasing the importance of scale as a competitive advantage. Another factor supporting the Tohoku merger discussions is that all three banks use the same core banking system. This would make it easier to reduce costs and integrate operations. The three banks have a long history of cooperation, launching a network in 2000 that lets customers use each other's ATMs. Akita Bank and Bank of Iwate broadened ties in 2021 through personnel exchanges and support for regional businesses.

Aomori Michinoku Bank itself is the product of a 2025 merger. Banks in other Japanese regions are consolidating to pursue similar goals. In July, Iyogin Holdings, parent of Iyo Bank, and Ehime Bank reached a basic agreement on a merger.

Daishi Hokuetsu Financial Group and Gunma Bank also have agreed to merge, targeting April 2027 for completion. Even some of Japan's stronger regional lenders are pursuing consolidation. Shizuoka Financial Group, parent of Shizuoka Bank, and Bank of Nagoya plan to integrate by around 2028. Chiba Bank and Chiba Kogyo Bank have likewise agreed to combine operations.
