TOKYO -- Japan's largest power producer JERA has set up a company dedicated to manage the nation's oil reserves, as energy security and petroleum stockpiling gain importance due to the Iran war.
JERA said on Friday that the new entity, JERA Oil Storage, was incorporated a day earlier to take over the operation of national petroleum stockpiling bases currently managed by JERA and its affiliated subsidiaries.
It currently operates four stockpiling bases and has "accumulated expertise in equipment maintenance, safety management and emergency response," it said. The company added that creating the dedicated subsidiary would "ensure the transfer and advancement of operational expertise." The business is expected to be transferred to JERA Oil Storage around April 2029.
Petroleum stockpiling proved crucial for Japan after the Iran war began and disrupted oil shipments through the Strait of Hormuz. Despite its heavy reliance on Middle Eastern crude oil, Japan weathered the shock better than many of its peers thanks to the world's third-largest strategic petroleum reserves.
When the war began, Japan held reserves equivalent to 250 days of consumption and was among the first countries to release stocks in mid-March. That contrasted sharply with countries such as Indonesia and the Philippines, which had limited reserves and experienced severe fuel shortages.
Several ASEAN countries are now exploring a regional oil reserve mechanism, with the Economic Research Institute for ASEAN and East Asia leading the study.
Japan has also offered assistance in building strategic stockpiles through its POWERR Asia initiative, an energy cooperation framework proposed by Prime Minister Sanae Takaichi.
Under the $10 billion program, Japan will support the development of crude oil stockpiling and release systems, as well as related infrastructure such as storage tanks.
