Eneva SA wants to transform Venezuela’s long-neglected natural gas into other forms of energy, a model that it says would thrive with streamlined regulations.
The Rio de Janeiro-based company is evaluating mature oil fields in Venezuela, where it would monetize associated natural gas, while pursuing partnerships for more capital-intensive greenfield projects in the Orinoco oil belt, according to Ivan Betancourt, Eneva’s director general for Venezuela.
The company would develop Venezuela’s gas into a series of “bankable products” such as petroleum liquids, electricity, methanol and industrial gases, he said in an interview at a sold-out oil and gas conference in Caracas this week.
For Venezuela to succeed in turning around its energy sector, it needs to “to harmonize the regulatory environment,” Betancourt said, referring to the country’s separate hydrocarbons, gas and electricity rules.
Unlike Brazil, where Eneva specializes in developing remote dry gas deposits for electricity generation, most Venezuelan gas is rich in liquids. That’s “a challenge but also a significant opportunity,” he said. “The model here is going to be beneficial for everybody.”Eneva is willing to go it alone, he added, “where it makes sense and the size is right.”
Eneva is “talking directly” to state-owned Petroleos de Venezuela SA in anticipation ofg a memorandum of understanding by year-end, he said, describing PDVSA as “very receptive.”As a secondary option, Eneva is looking to forge a “strategic partnership” in the Orinoco heavy oil belt, known in Spanish as the Faja, one of the world’s largest deposits of oil and gas.
“The Faja has a significant amount of reserves, but from a technical point of view it is one of the most complex places to produce,” Betancourt said. “You talk about ‘we’re going to produce zillions and zillions of barrels of oil’, yes, it might happen over time, but it will require a lot of investment, a lot of technical capability, a lot of technology.”Among the challenges is accessing a blendstock to transport and process the oil belt’s extra-heavy oil.
Eneva recently signed a non-binding, non-exclusive agreement with oil services giant Halliburton Co. to jointly explore opportunities in Venezuela.
Rather than the reserves-rich Faja that requires thousands of wells and considerable technical expertise and capital to tap, Eneva is eyeing “a mature field with lower production,” Betancourt said. “The economics may work better in the short term for us” in fields around Lake Maracaibo in the west or North Monagas in the east, near infrastructure and logistics, he added.
