After Ping An Bank became the first listed Chinese lender to formally adopt rules governing its use of artificial intelligence, analysts said more mainland institutions were likely to follow, with the move setting an early benchmark for how far the sector can go in applying the technology.
The Shenzhen-listed bank said in a filing on Wednesday that its board had approved AI management measures, following a regulatory push for banks to strengthen oversight of AI use. The full rules have not been made public.
No other listed bank in mainland China had announced similar measures, according to comments Ping An Bank recently gave to domestic media outlets.
The lender also said its board’s strategy committee would oversee AI-related matters, with checks at “every stage of development and use” and mechanisms for data security, algorithm risk, ethics review and responsibility tracing. It would classify AI risks by level and fold them into an overall risk-management system.
The measures implement guidelines issued in June by the National Financial Regulatory Administration. These guidelines hold banks and insurers responsible for the AI systems they use and require boards to establish oversight mechanisms.
The bank had rolled out more than 450 large-model AI use cases by the end of June, in areas including marketing, investment advice, compliance and risk control, according to its interim report.
More banks in China and globally will move towards this directionGary Ng, Natixis Several other banks were working to implement the guidelines and expected to issue similar governance rules, Shanghai-based financial news agency Cailian Press reported. All 42 A-share listed banks mentioned AI in their interim reports this year, it added.
Kenny Tang Sing-hing, chairman of the Hong Kong Institute of Financial Analysts and Professional Commentators, said the announcement provided limited detail, including how the technology would be deployed in practice. “But I believe this is the future trend for financial institutions,” he said.
Given the range of mainland regulations involved, it would take time to see how far regulators were prepared to allow banks to expand their use of AI, Tang added.
Gary Ng, senior economist for the Asia-Pacific region at Natixis, said AI adoption “must come with governance, particularly in finance, where the protection of customers and financial stability” were critical.
The development comes as Hong Kong officials urge local financial institutions to prepare for a new wave of autonomous AI systems and position the city as a hub for international compliance standards.
Financial Secretary Paul Chan Mo-po wrote in his weekly blog on Sunday that the city could offer “trusted solutions” in areas including AI model training, cross-border data flows, privacy protection and dispute resolution.
He cited the city’s common law system, internationally connected standards and professional services sector as key advantages.
In March, Hong Kong’s financial regulators expanded a supervised sandbox for generative AI, originally launched for banks in 2024, to include the securities, insurance and pensions sectors.
Tang said many Hong Kong banks and insurers had already adopted AI to reduce operating expenses, particularly compliance-related costs.
Ng said Hong Kong could be “a perfect place to test and apply the standards of different jurisdictions in an increasingly fragmented world”.
