Hong Kong is playing a central role as part of a broader regional hub for research breakthroughs, the head of a leading global cancer organisation has said, adding that the city’s success in reducing its smoking rate has set an example for others to follow.

Cary Adams, CEO of the Union for International Cancer Control, praised the city’s tobacco control efforts as the organisation held the World Cancer Congress in Hong Kong last month for the first time.

“We’ve all become aware globally that the centre of intense research and breakthrough is coming from this part of the world,” Adams told the South China Morning Post on the sidelines of the congress, which was held in late September.

“It was important for us to be here so we can understand what is happening in China, what is happening in Hong Kong.”Recalling his attendance at a cancer conference last year, Adams described the growth in research activity in China.

“It’s inspirational to see the research that’s going on in China and the volume of oncologists and researchers, academics working in this space,” he said.

Adams said he was confident that further breakthroughs in understanding and treating cancer would come from China and elsewhere in Asia.

“We want to be in the centre of where the research is taking place. That’s certainly one of the big reasons that we came to this region,” he said, explaining why the major cancer event was held in Hong Kong.

Adams said other places hoped to learn from the city’s tobacco control efforts, which had helped bring its smoking rate down from 23.3 per cent in 1982 to 8.5 per cent last year.

“This is unheard of around the world,” he said. “Coming to a place where they have been so incredibly successful, a lot of our community will come here, they want to know how that’s been achieved, what’s been done by the government.

“They can go back to their countries and say, look, Hong Kong did it, we could do it. So that’s the source of inspiration that we’re looking for.”Tobacco use is a risk factor for cancer and was among the themes discussed at the congress in Hong Kong.

Data published by the World Health Organization in 2024 showed that the global prevalence of tobacco use had fallen gradually, from 32.7 per cent in 2000 to an estimated 19.8 per cent in 2025. But as of 2024, 40 countries had yet to adopt any evidence-based tobacco-control measures.

Hong Kong is striving to become an international hub for health and medical innovation, an ambition outlined in the city’s first five-year plan and included in policy addresses since 2023.

Adams said the congress, which brought together more than 2,000 healthcare delegates from more than 124 countries, could help the city achieve that goal by creating opportunities for ideas and partnerships.

Professor Anne Lee Wing-mui, vice-chairwoman of the Hong Kong Anti-Cancer Society, which organised the congress in the city, said Hong Kong could make a greater contribution to the global fight against cancer. “Even though Hong Kong is small, we’re not small in terms of impact,” she said.

Lee, a leading clinical oncologist in Hong Kong, said some cancers, such as liver and lung cancer, had different characteristics in Asian and Western patients. That gave Hong Kong an opportunity to conduct its own research and supplement existing knowledge, she said.

She added that between 2021 and 2025, there were 12,000 cancer-related academic papers which had at least one co-author from Hong Kong, and 15 per cent of them were published in top journals.

As Hong Kong sought to expand its research as part of its efforts to become an innovation hub, Lee said the city had already established credibility and trust in conducting studies to international standards.

“It would be good to shift some of the research here to this part of the world because it’s much more cost-effective,” she said.

“It’s much less expensive to conduct a clinical trial, and you need a variety and diversity of patient population to really come up with good data.”As Hong Kong strengthens its research ties with the mainland, including through the establishment of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone near the border, Lee said the city could draw on the Greater Bay Area’s population of 86 million for trials and studies.

The bay area is a development blueprint that aims to turn Hong Kong, Macau and nine other cities in Guangdong province into a hi-tech economic and business powerhouse. Adams said collaboration with the mainland could give Hong Kong an edge in cancer research.

“The number of oncologists, the number of researchers, the number of patients. The numbers are extraordinary,” he said. “That is a key competitive advantage when it comes to research in cancer treatment and care.”
