Hong Kong’s first Legislative Council president following the city’s return to Chinese sovereignty in 1997 suggested reviewing the number of seats in the legislature, citing the need to use public funds properly.
范徐丽泰周日亦表示，香港与深圳当局在1997年回归前曾讨论两地边境一幅地皮的发展，但因政府内部反对而告吹。
Rita Fan Hsu Lai-tai also said on Sunday that Hong Kong and Shenzhen authorities had discussed the development of a plot at the two cities’ border before the 1997 handover, but the plan failed because of opposition within the government.
范徐丽泰是在一档电台节目上作出上述言论，当时主持人询问目前立法会90个席位是否“太多”。
Fan made the remarks during an appearance on a radio show, in which she was asked by the host whether the current 90 seats in Legco were “too many”.
她说：“我的一位朋友常说维持90个席位的成本远高于60个，我颇为赞同。”
“A friend of mine always says keeping 90 seats costs a lot more than 60, and I kind of agree with that,” she said.
范徐丽泰表示，当局未来须“讨论并检视”此事，同时也提醒称，因她已退出政坛，不便提出任何实质性建议。
Fan said authorities had to “discuss and review it” in the future, while also cautioning that she was not in a position to make any substantive suggestions as she had stepped back from politics.
2021年香港选举制度改革后，立法会席位由60个增至90个，新增40个由选举委员会界别分组选出的席位，并确保只有“爱国者”才能参选。
The number of Legco seats rose from 60 to 90 after Hong Kong’s electoral system was revamped in 2021 to introduce 40 seats picked among the Election Committee, while ensuring only “patriots” could participate.
其中20个席位由市民直选产生，其余30个则由功能界别的专业人士选出。
Twenty seats were directly elected by residents, while the remaining 30 were picked by professionals from functional constituencies.
范徐丽泰的儿子范俊华亦是选委会界别的议员。她表示不会向继任者提供任何实际建议，因为每届立法会面临的挑战各不相同。
Fan, whose son Andrew Fan Chun-wah is also a lawmaker from the Election Committee, said she would not offer any practical advice to her successors, as each term of Legco would face different challenges.
但她强调，议员应时刻审慎行事，避免触犯哪怕轻微的法律，并援引近期立法会议员的一系列失德行为为例。她说：“议员不应只传达市民心声，更应成为市民的榜样。”
But she stressed that lawmakers should always behave with caution and avoid committing even minor legal breaches, citing a recent series of misconduct by Legco members. “Lawmakers should not only convey the thoughts of residents but also serve as role models for them,” she said.

Fan praised Tung as a visionary leader, who made various forward-looking plans during his tenure, including some that ultimately stalled because of various factors.

She revealed that after Tung and she were picked for leadership roles before the handover of the city, the party boss and mayor of neighbouring Shenzhen had met them to discuss a proposal to develop Lok Ma Chau Loop, or Hetao, on the border of the two cities into a technology hub.
“他们愿意与我们合作的诚意显而易见，但讨论最终无果而终，因为当时香港政府的一些要员认为时机尚不成熟，”她说道。
“Their dedication to working with us was very obvious, but the discussions led nowhere because some prominent figures in the Hong Kong government at the time thought the timing was not right,” she said.

The 87-hectare Lok Ma Chau Loop is now divided into two technology parks managed by Hong Kong and Shenzhen respectively.
